They tend towards being mediocre. Not all of them. Some like BWW have a niche they are pretty damn good at. And some smaller ones like the Pappas ones are pretty good too. Others like the Olive Garden are simply unimaginative but fine food. And some like Applebees do unspeakable things to food that should cause their "cooks" to be shot.

Nothing. They usually go a little over the top of salt / calorie content to create a flavor that works nationally, but I will eat the hell out of a steak at Outback, or the Cajun Chick and Shrimp pasta at TGIFridays

Being a chain does not make a restaurant terrible in and of itself.
Chain restaurants just tend to be boring and of lower quality.
My visa paperwork is finally finished, except for one question in my girlfriend's application. Which she forgot to fill out last night before bed, and I forgot to remind her to do. -.-

The hooters that opened up when I was in college was pretty great. The food was good, some of our friends worked the kitchen and were waitresses so we got good deals on beer and free pitchers from time to time and they did some pretty slick events and stuff.
That was the only good Hooters I ever went to. The rest were pretty weak, and usually the girls were either rude or not into the theme as a whole, mostly because wearing that shit was probably uncomfortable.
The best part to Hooters is that they'd hire under 18, but the girls had to wear cargo shorts and a polo shirt, so you could always spot the jailbait that didn't want to work there but couldn't get hired anywhere else.
Nothing inherently. But some of them do not provide a product that is in any way worthwhile compared to alternatives.
The Olive Garden, for example.
I would not intentionally eat at an Olive Garden, TGIFridays, or Outback while in Manhattan. There are much better options at the same price point or less throughout the city.
Back in the burbs? Why the fuck not? They are usually better maintained, cleaner places that serve good to middling food for a fair price.

I've never actually been to a Hooters or eaten their food.
The last time I went to Hooters was at the Hooters Casino in Vegas for a bachelor party. I am mystified that something like the Hooters Casino exists. It was shooting for a folksy sawdust on the floor joint.

Because they are local hip and organic enough for most of [chat].
I take issue with your comparison of 'local' and 'organic' with 'hip', if that's what you meant to do here. The latter is a dismissive while 'local' and 'organic' are concerned with important issues to do with our food supply and environmental impact.
Sir.

I've eaten at the TGIFridays in Times Square. It was not my decision.
I have no problem with certain chain restaurants. I like Chipotle but I still don't consider it a chain restaurant, it started a block from my grad school and was local till I was almost out of college. Village Inn isn't bad for junky food and decent pie. I like Outback's chopped pecan blue cheese salad even if it is super unhealthy for a salad. I mean even Noodles and Company though a chain is from Boulder so I get weird calling it a chain restaurant since it is local.
Though most of my eating out is near my college campus which is full of local places that have been around for 30+ years and are cheap.

Spoilering this because it's horrible to say this, but it's probably true:
The guy who was the communications engineer at a place I worked used to tell us 'You can always tell who's on the rag because that's the girl in the khakis and polo working the door."

I ate at the Red Lobster there because a potential client really wanted to. By no means my choice. I would have gladly taken him to Docks, blue Water Grille, or some other place that does real seafood in the city.

Oh man the Hooters Casino. I went to Vegas with a bunch of friends and one of them was "Lets go where the hottest girls in Vegas are!" which lead to some debate. During which he promptly spoke up and declared that it had to be the Hooter's Casino. He simply wouldn't listen to us when we tried to tell him other wise. That is the most depressing Hooters.

I had it in Tokyo a couple of times with friends. Pretty great when you're craving a little Western cuisine that isn't McDonald's or KFC.

Next happy hour. Mudville 9. I had some wingies there on sat. P-Tasty
Yeah, I used to get way stoned and have trouble with stuff like this.
Some people think they are worse than the borg.
The downside is I know some REALLLY REALLY GOOD places that do wonderful things with food and flavors and oh my god.
I just have to sell a kidney to eat there more than once an olympiad.

When this happens to me, I order a random item. This has only backfired once, at an authentic chinese place. Too authentic.

Tho I read something somewhere that they all are given shirts like a size too small intentionally. No big surprise there.
