How do you figure? Jets are really the best weapon against helo's. Barring that, CITV or SOFLAM and Javelins work well. ECM jammer can make that difficult but if the guy locking is persistent and you have multiple people firing Javs than it works out pretty well. The constant locking, if nothing else, keeps the pilot low to the ground and out of the fight.
Going to assume you've never played Wake Island then.
Pubs are dying to use javelins, it's a lack of recon using soflams. In the off chance they do, they set it up in some far off corner of the map facing away from the action and don't understand why it's not working.
I don't have any awesome AA weapons yet, but I get a lot of lock-ons with my IGLA. And then I get ECM'd or Flared. And by the time I'm ready to fire again, they are ready to flare again. It seems like, short of one combination of classes working together, there are really zero ground based threats to aircraft. So, in my (extremely limited) experience, the guy with the helicopter is untouchable.

Sounds like you need more PA duders to play with. When I play by myself, I just get to the realization that barring good luck, my team mates wont be willing to coordinate.

Sniper rifles or LMG's are the best ground based anti helicopter weapons. I used to think only sniper rifles worked but then I managed to take a pilot out with an M249.
Low hovering actually makes targetting pilots pretty trivial if they don't move laterally.
Even more before when engineers could turn the little bird into invincibird - that windshield though is gigantic.
Watch some youtube video explaining how to fly/land, figure out the controls, and start creating situations where you have to be excellent to survive (Disabled chopper repaired to 99 health, running into trees, trying to pass under signs, dive bombing the ground, speeding around at 5 feet, all that stuff.) Most important are practice strafe runs, evasions, and quickly holding steady for gunners then running.
Get unlocks by capping points in empty ranked servers and do all the crazy stunts in unranked servers, Caspian is the best map for both.
I just did this and it was pretty easy once you have the basics and an empty server to get a feel for it. Now time for the TV missile and jets!

3.)Practice the Helos offline against some lulzy bots (mostly just to have moving target practice)
4.)Be the best fucking chopper pilot in the world in every other game because DC's choppers were ultra-maneuverable and super twitchy and made you into a god damn man. You haven't lived until you've done barrel rolls in a little bird down a crumbling urban street 10 feet off the ground.

If you are playing with nothing but pubs, than forget what I said. At that point, figure out a way to get airborne and chase them down.
