Chamber of Commerce is a private lobbying group made up of businesses. The Department of Commerce has a bunch of random ass duties. They handle Patents, everything to do with the weather for... some reason (NWS, NOAA, etc), International Trade, the Census, and generally stuff that could be folded into other departments.

Weather beacuse it heavily effects commerce I imagine. If the department is old enough, it's a really big factor with ships and what not. Apparently formed in 1903, so that's plausible.
And yeah, the Chamber of Commerce is one of those freaky groups that SOUNDS really official which is either bad because they aren't part of the US government but kinda sound like they are, or good because they basically are part of the US government because of their lobbying power so it's a forewarning.

I'm pretty pleased with it - our broadband infrastructure sucks hard as a country. All the businesses in the part of town where my office is at are pretty much forced to use a very unreliable <1mb/ps DSL setup, and it's a total goatfuck.
As someone who has been spending this past year helping out on the education side of things in government-funded/subsidized broadband infrastructure for rural towns, it's good to read about more of this stuff happening.

I voted for it, it was an initiative, and I'd like to have it, but it's kinda irresponsible to spend on that when we have so many other problems (re: jobs and the cutting thereof) that we should be more concerned about. I'd focus on not hemorrhaging public sector jobs first.
