Skyrim Graphics Artifacts [Solved]

This issue was caused by bad ATi drivers. I rolled back the driver version using the Windows control panel and the issue was fixed. I don't know when bethesda/ati will fix this.

I have been having trouble with some graphical artifacts showing up when I play Skyrim:

This is much more severe outside. You can see the problem in the area around the fire place and around the flames. It looks like a error with the particle effects.

Things I have done:

Updated drivers to latest version.
Verified cache on Steam.
Ticked/Unticked high res texture pack.

I don't have any other mods but the high res one. I tried googling this but it is hard to find someone with THIS issue, rather than the myriad of other graphical issues with Skyrim.

    When does it happen? At all times? Or after playing for a few minutes? Does it still happen if you crank the settings to minimum?

    If you have another video card, you could swap it to see if that's the issue. Artifacts are common with video card failure and/or overheating.

Particularly in water, there is that strange pattern that you can see in the fire place, repeated all over. I have tried playing around with all the quality settings to no avail. GPUZ doesn't report any abnormal temperatures.

    I might just redownload the whole thing as a last resort.

    Also attempt to disable AA and similar features in skyrim till the artifiacts disappear.

    When the artifacts disappear note what you disabled to get them that way.

    Definitely re-install as a step before hardware replacement/swapping, but it's not uncommon for a single game to cause problems with hardware where others don't. It's possible the game just taxes your system much more than any other at the moment, and you don't experience overheating any other time.

    Then again, Skyrim in general is just wonky a lot of times. When it first released, it ran like garbage for me all the time--ultra or minimal settings. I had to reformat for another reason, and when I reinstalled Skyrim it ran like butter at maximum settings. So, there's that.

    I reinstalled the game and the issue still remains. I will try rolling back my drivers to a previous version. I should note that this issue only started happening recently; exactly when, I don't know. I played it for a while and then left it for a bit, then my brother started playing and the issue arose.

    At this point, I am inclined to believe it is a driver issue or some obscure edge case bug in the game reacting poorly with my drivers.
