GW2 is not like other MMOs. There is no use for threat-meters, dps/heal-meters, gear-score, boss timers, heal-automation, raid interfaces, or any of those things which popular add-ons do. With in-built target-calling and only 10 active skills there is no need for macros either.
Now there may be a case for a few clever add-ons that a modding community could come up with, but that is completely outweighed by the fact that they could give an unfair advantage to people who use them. The default UI is very well designed and provided we can resize/rearrange the main elements (as we can in GW1) I will be content.

For the structured PVP yes. WvWvW has regular gear.
To elaborate slightly - in "Structured" PvP everyone is on a level playing field, same gear, same ability stats, access to all skills and traits. There's no going in on a fresh account and getting roflstomped by someone who has been playing for a year and has the Uber PvP Gear and unlocked the Uber Utility Skills. The only difference between your character and your opponents' characters are the choices you make for weapon, traits, and utility loadout.

Although "Ranking" will exist from launch - accounts accrue "Glory" which are your PvP points. Structured PvP is global so anyone from any server can join any match, and the matchmaker will try to put you into a match with people of a similar Glory level.

In "Wuvwuv" you get boosted to max level and (I think) your gear stats get boosted to max, but that's it. If you haven't unlocked any utility skills, Wuvwuv wont give them to you like Structured PvP will. However, the current understanding is that there's still no Uber PvP Gear even in Wuvwuv - you can buy l33t gear from Wuvwuving, but it just looks cool and doesn't allow you to beat noobs 10% faster or anything.

I am going to wait until I've played the game at release for awhile before I decide if this response can be used to dismiss predictions or concerns as often as it is. Regardless of what kind of MMO it is it's still a game and once it's exposed to millions of people for an extended period of time it will change in ways no one can predict. This happens with any multiplayer game. The number of trends that people expect Guild Wars 2 to buck is overly optimistic in my opinion.

One thing that does appear to be missing from the default UI is Boon/Condition timers - as well as highlighting "your" Boons/Conditions.
As a hypothetical example, you're running a character which has some traits giving +Condition Damage. You have a "main" weapon set which you use 90% of the time because it has a lot of high damage/combo skills, and a "secondary" weapon set which has the majority of long-duration condition skills. For something like Poison (which stacks duration rather than damage) you really only want to flip to your Condition Set towards the end of the duration to refresh it, and then flip back to your Damage Set.
In that case it's beneficial to know when the duration is about to run out, and that the Poison on the mob is "your" poison with the +Condition Damage and not another player's without the bonus.

There has never been a game made that portrays your buffs and debuffs and the enemy's buffs and debuffs well. Debuff/DoT management is often incredibly important, but the fucking icons are tiny little things somewhere unfortunate. WoW is kinda sorta half-way there with the "you procced something important" visuals, but they absolutely suck with debuffs and DoTs.

If they're not fair, that highly impacts whether or not Anet will let them exist.
They certainly could police that. If they actively prevent addons and scan your system for them while the game is running that could keep people from trying. But that's pretty much the extent of their ability to disallow them.

Well, not really. Anything beyond a damage logger would be against the TOS. And even then what would the point of one be, as we've mentioned.

It just throws a red/blue dye theme on whatever gear you are wearing so that teams can be identified.

Buffs/Debuffs is tough to tell till you play the game and see if they are readily noticeable.
Stacks are easy enough to see. There's no timers or anything though, which would probably be the main issue.
