    Ok if it makes anyone happy I'm kicking myself a 2nd time for not seeing the terror->Tilea move. IT WAS SO OBVIOUS.

    Here was my thought process:

    Is scoring 5 VP for Estalia worth giving Slaneesh 2 PP? Yes.

    Oh crap, strength in numbers in Bretonnia. Is it worth giving Slaneesh 1 more PP so I can dial tick this turn? Yes.
    Didn't realize moving the rat would be another PP =\

    I like surprises so I never went went ahead and read the expert cards in advance, and only one of them ever came up naturally in a mixed game before. This is all a new shock to me.

    Yeah the whole thing seems balanced around either pure basic or pure expert decks, and the horned rat is balanced around needing vermin outbreak pretty badly.

    The rat has 6 chaos cards which can place a Skaven (four of which are 0 PP), so he generally can get them into play if he needs to. And then he can always focus on VP instead of going for DACs.

    Your whole deck is good cards. The Rat's worst card can be played for free or give you a DAC by itself in any of the outer regions.
