Yeah the whole thing seems balanced around either pure basic or pure expert decks, and the horned rat is balanced around needing vermin outbreak pretty badly.
The rat has 6 chaos cards which can place a Skaven (four of which are 0 PP), so he generally can get them into play if he needs to. And then he can always focus on VP instead of going for DACs.
