When you slow down or speed up the playback of sound, you also shift its pitch. Play it slower and its pitch drops, just like that video, play it faster and the pitch raises. That's how Chipmunks records are made.
Stretching or compressing the speed of a track is different in that it alters the speed, but maintains the pitch. It's mostly done with computer software, but there are analog ways of doing it.
The film may be skewed in its portrayal, but Thierry Guetta is definitely a real person, there's a trailer for Life Remote Control on YouTube from 2006, and Guetta was successfully sued for using copyrighted material in his artwork. Plus, according to what I've read, former coworkers etc have backed up his filming everything etc. Is Banksy misrepsenting his own role in the film? Almost definitely. But Thierry Guetta is a real person who spent a lot of his life filming himself and everything going on around him, became obsessed with street artists and now works as Mr Brainwash.
