Yes. You need a jailbreak and a carrier unlock. A jail breaking doesn't necessarily include a carrier unlock, but it is a required step in the process.
I know jailbreaks are available for the 5, depending on the OS you're running, but I'm not sure about a carrier unlock offhand.

Yes and yes, but the jailbreak only works on iOS versions 6.1.2 or lower. If you're on a newer version of iOS then you need to wait until at least iOS7, which is the earliest a new jailbreak will appear.

It makes it impossible to multitask by say, running a podcast in one tab while using others. It can't be a hardware issue surely? What model iPad?
Its a memory issue; there is a limited amount of RAM in the system, and no hard drive to page to (though they could easily set a few gigs of storage aside to do so if they were so inclined).
iPad 1 was notorious for severely limiting the amount of open pages due to memory footprint.

That said, @Tube-san, you really shouldn't try to run audio in a background tab.
An iPad isn't a computer, it's an iPad. As such, you should use apps for things like podcasts that better manage memory, use core services to play the audio in the background, and have far better interfaces that whatever website you are playing it through.
I personally use and love downcast, but the newer apple podcast app isn't half bad.
Seriously. Browser for browsing, apps for everything else. You will be happier.

A knot of audio isn't available in apps. Also, frankly you sometimes want to be able to have more than two tabs open without them automatically refreshing. It seems like such a bizarre place to run into that limitation when I can run infinity blade and injustice next to each other without either uncaching. It's the penultimate ipad model, with retina, so the hardware is as close to new as they get with iPads.
It's just one of those things with the ipad, and maybe apple products generally, that you keep running into "oh yeah you can't do that it's super shitty at that" and I'm not completely sure what it is good at.

It's a memory/cache thing for the iPad.
Streaming audio/video is a big one and it will hit the number of tabs you can have open at one time.
I find it slightly better when I use dolphin as my browser.
There's no need to Jailbreak your iPhone to unlock it. If you can't get your carrier to do it for free it's like $2.00. All you have to do is search for iPhone unlock on eBay. Super easy.
So I'm still on 5.0.1. I went to get Zombies, Run and discovered it needs iOS6. Buuut I'm jailbroken. And apparently I can't upgrade without losing my jailbreak. Anyone out there with an AppleTV? How well does it play along with MP4 files that include multiple audio tracks? I ripped all my Simpsons DVDs a while back and included the commentary track on each one, but whenever I try to stream them to my Xbox 360 it defaults to the commentary track and I'm unable to change it.
Down and dirty summary, iOS is being completely overhauled in the new update, with a cleaner, flatter look as has been rumored. It frankly looks fantastic and finally starts catching the iPhone up with competitors in terms of UI design. Can't wait to get my hands on this.

EDIT: Also, the death of skeuomorphism, finally! See all those pixels you turned brown so you could try and convince me there was a leather pad inside my glass screen? Those could have been interface elements! Or just more content! I did not buy a magic slate to pretend it was made of animal bits!

Yeah, the parallax thing looks really nice. I'm a little concerned it might feel gimmicky in actual use, but it seems subtle enough that that probably won't be the case. Overall, I'm super impressed. So long Scott Forstall, and good riddance!
I confess, I'm considering installing the developer preview on my regular phone. I've heard people have had pretty reasonable luck with that in the past, and it's not like I as a developer haven't had to work in an unstable environment before...

Maybe we can get it installed on a work test phone first before I go to town on that.
It's pretty stable. Transitions are a little slow. eBay app is the only one I've come across that won't launch. Safari has some issues, but nothing game breaking. And voicemail occasionally locks up.
Otherwise very usable. And iTunes radio is pretty great.

I'm running it on my 4S. Had to do a full wipe/restore to 6.1.3 and then do the upgrade to 7 for everything to work in 7.
Just loaded the beta of iOS7 and I hope this is just beta woes... It reminds me of the old PalmOS, the first color screens. Maybe I did something wrong?

It's Beta 1 so I'm not worried about the battery issue yet.
It's not a huge deal but man, I had 20% when I went to bed last night and 7 hours later it was full shut off dead. That's really not the norm in my experience with this phone.
There's going to be little in the way of optimizations, and much in the way of bonus debug code in the beta. Probably a lot of reporting back to Apple, keeping that wifi/cellular warm.
I'm not too worried about any release battery issues, but yeah, during development expect it to om nom nom.
