I saw this game and I thought, "Oh great, another movie tie in game." I'm glad to see that the rule about movie video games being rubbish doesn't extend to board games.

MEQ is the best LotR boardgame.
Except for Lord of the Rings: The Confrontation (perfect blend of strategy, tactics and bluffing that plays out the entire story in 30 minutes).
Oh, and except for War of the Ring (epic wargame that offers so, so much more than just Risk with orcs).
Um, and except for Reiner Knizia's original Lord of the Rings game with the Sauron expansion pack (which is kind of like MEQ except it has the actual characters we know and love from the books instead of fanfic add-ons).

Board games based on licensed properties actually do suck most of the time, and for the same reasons that electronic game tie-ins do (IP lawyers, insufficient development time, interference from license holders, etc.).
The exception is (usually) games based on books. If it's based on a book, there's a decent chance it's good. If it's based on a movie or TV show, it's almost guaranteed to be awful.
And if it's based on a book that has a movie or TV adaptation? The general rule is that if there are stills from the movie or TV series on the box, it's probably terrible. If not, it might be good.
