I have no doubt Power Girl, just like Supergirl, started out with the idea of "Superman but a girl."
But over the years they've developed their own distinct personalities
Which I appreciate since I'm not really a fan of "Exactly like this already popular character only (Blank)"
Just make a new character and include what you want

Supergirl kiiiind of started out that way. She is literally his cousin so there's the whole "what if Superman wasn't quite the last surviving Kryptonian" etcetera. Neither of them has ever really been treated as a female Superman.
Power Girl started out as an alternate take on Supergirl, so even if Supergirl was supposed to just be Superman-but-a-girl Power Girl wouldn't be because of that extra degree of separation.
