Yeah Windows programs are almost all backwards compatible, I believe you can still run them in compatibility modes i.e., On Windows 7 (maybe 8) you can choose to run a program in XP compatibility. Hell, I've even run a few DOS programs although they look ridiculous on high screen resolutions.
However, the last time I checked the link the section of Adobe's site was down.

Yeah, Adobe is crashing hard from downloads right now. I'm gonna try to get this tonight to run it on an older machine/just have a backup of Photoshop for "whatever" purposes.

As a disclaimer though, it looks like for Mac, it will only work on the older OS'd on PowerPC's, not Intel-based Macs and newer OS's.
