Good software for adding filters to voices?

I'm working on a fan dub for Castle Shikigami, and the original boss recordings use this creepy filter that makes their voices sound deeper with an echoing effect.

Is there any software that lets me do that? I normally use Goldwave for editing purposes, and I'm inclined towards free programs, but any recommendations welcome.

    I'd probably recommend grabbing reaper (www.reaper.fm) and trying to find a free VST plugin (which you can probably google search for) that does the filter effect you want. From the sounds of it you might need multiple effects. One to pitch shift the track and a second to add an echo or reverb.
