So I don't have access to photoshop, my most used image editing program, and I need to do some image work. I just tried GIMP, and i'm not sure it can do what I want. In photoshop, I created a, say, 600x100 image, and then dragged a 1024x768 image onto that. It'd only show the 600x100 area, and I could resize the image to fit accordingly, by dragging the corners.
GIMP isn't letting me do that. So, what image programs do I need to do stuff like that? Or am I just totally missing GIMPs functionality? I heard once there's a plugin that makes GIMP look and function exactly like photoshop, and that'd be -grand-.

Select the size you want, and unless you are doing something unusual, select Cubic.
If you want to crop the image, use rectangular select (r) to select the area to crop, and then select:
Image->Crop
