'Freedom' like program for computer to self police web distractions?

I'm looking but failing to find a program like Freedom (which is for the mac) for the PC.
I'm having some motivational issues lately with both professional and personal work and while I think I need some help on the root cause by going to a psychiatrist/psychologist, I need some help self policing myself. I would like to cut myself off from the easy distractions like constantly refreshing my various web haunts (like this one).
I think something like Freedom would really help me!
