It's probably blue-screening but set to reboot automatically before you can see anything.
Try mashing F8 while it's booting to bring up the Windows boot menu. See if you can get it to boot into safe mode. Once in there, check the event log for error message and see if there's anything pertinant. STOP errors, file missing or corrupt, that kind of thing.
It's working well enough that it's loading Windows at least somewhat. You can try downloading an XP install image from say Digital River or something so you can launch the repair console, and try and get it going that way. But it sounds like you (not unreasonably) want to be rid of this computer, so I'd just toss the drive in another one and pull off anything he needs.

This desktop didn't come with the winXP discs. All the connections are secure. It's been running fine for years now.
