It's similar to a restaurant I went to that boasted "All you can eat shrimp!" So they bring you 6 little pieces, then you ask for more, and they wait forever before bringing another 6 pieces (for 2 people). We played into their hands and got frustrated enough to leave before asking for more.
Compare this to a $7 Chinese buffet I frequent where you could literally pile your plate with 3 different kinds of shrimp and go nuts. (I don't do that. I go for a fairly balanced meal. I wish their fried rice wasn't so tough, though.)

They're rare. It's a style of food I really like, so when I go to a new town for an extended period, I will find every chinese buffet and try them all. They're usually too small, too expensive, or just have crappy food. Almost always, the good ones have one food item I wish was of better quality.
I've never had Indian food of any kind though. It kind of makes me sad

likely because it's cheap and uniform in how much you're going to spend
but the food is crummy and either sparse (during lunch rush) or has been sitting out for way too long
they have a little mongolian station in the back but it's not used a whole lot so the noodles and veggies are stale
it's a bad sign when the best part of a chinese buffet is a rice cooker and a soft serve machine
I hate when I have to go to a Chinese buffet with a group, because they always want to go to the worst one
