Yeah outfit base ownership is coming in June. Back before beta they talked about outfit-built structures. They also talked about wanting to do naval combat though, so some of this stuff may be quite a way down the line.
"There's no metagame" seems like a common complaint, but I'm not really sure what kind of 'meta-game' this could have that people would actually want.
Doing anything that provides an advantage for the overpopulated faction only exacerbates the population balance issues that already exist. Outfit-owned bases are sort of interesting I guess as a way for a group to 'plant a flag' and kind of challenge opposing outfits, but outfits already do that with the crown or allatum. It can be fun, but it's nothing terribly interesting.

Higby put up a 30 second or so livestream that was titled "nothing to see here, move along". It was just him standing in game in what looked like a swamp base.
One is the RTS version, how strategies slowly shift over time. For example: 2 base timings were popular in SC2, but now people know how to defend them, so they are not used very much anymore. You can call that a metagame shift.
The definition of metagame for PS2 is a little harder to define, but it boils down to "another reason to play". People want to take over a base or continent and have a long term effect on the game. I can see their point, it's a little weird to have a massive assault on a continent, take it over, then log in the next day and see that someone took it all back during the night. However, I don't think their solutions are going to help the game.
Continent locking is great in concept; When you take a continent, enemies can't take it back for X time. This allows the defenders to move somewhere else... but (at least on my server) when one faction takes a continent, the defenders all abandon it anyway. It's already been mentioned that if you add better rewards for taking a continent, it's going to make the overpopulation problem worse.

Continent locking I think is what they really mean. Right now what's happening is that someone attacks a continent and the owner rushes in, zergs the shit out of it, and either gets soundly beaten or notices another faction is attacking them. Basically each faction is spending more time defending and zerging territory it already owns than anything else because fuck if I know. If things get shaken up then it's during off hours when the main armies are all zonked out in bed and then the status quo gets restored in the morning.
The real downside to all that is that half the time finding a bunch of really awesome fight can be a pain in the dick. The last time I was on a few days ago we had some good fights going and then things just petered out. Each faction had once again resorted to zerging their own territory to kick whoever was attacking off. It gets kinda tiring after a bit. With the addition of continent locking a lot of things are going to change. The game will get a lot more intense and fights will get a lot more brutal. Overall faction strategy and tactics will matter for a lot more than just bragging rights which will alter the mentality of a lot of players.
the idea being that you'd lock indar, and then people wouldn't be able to take stuff there for 24 hours or something? And then after whatever amount of time it'd open back up and people would be able to take stuff again?
I don't hate that idea but I also don't see how it helps. At least in the current state of things it seems amerish is already 'locked' at least 50% of the time and indar is usually pretty lively. I guess like, once in a blue moon you'd force everybody off indar for a while but most of the time it wouldn't make much difference.

Continent locking would mean not having to keep an eye on a small fraction of an enemy population taking away your continent bonus and bleeding away players from the offensive and the associated big ass battles that should be PS2's bread and butter.

Hopefully SOE was smart about it and Jaeger's pop will balance the server's faction distribution.
There isn't really much choice, so I assume they are going to focus on getting the total populations into line, really. I would think all the severs have pretty even numbers on each empire anyway.
From our point of view, I'm certainly not worried. Waterson VS do quite well even with small population disadvantages.

Nah, it's all sorted now and the character wasn't high-level or anything. I just went through a few days of BS to get my character name released after a bug wouldn't let me reuse it. I just wish I'd been lazy about it and saved myself some grief.
The recent patch seemed to fix my performance issues. When I first logged in I was dismayed as I flew around and had absolutely awful stuttering. After a few minutes though, the problem went away and I had good performance for the rest of the night. I did encounter that flickering bug after a couple hours and had to restart my game, but everything else was good.
If you had GU2 break the game for you give the newest patch a try.

I took AA rockets a long time ago; mostly so I could sit at TI Alloys and pester all the air jocks at the Crown. Sometimes I'll sit there for hours at a time, just lazily locking on to mosquies and scythes, shooting them down one by one, or watching them jet away in random directions. It's pretty cathartic actually.

I was not on last night, but that sounds like something we would do. Its a lot of fun to get 150ish people together to all do something at once. The other night, about 3 platoons hot-dropped on the crown and took it right from under the VS's nose. It was raining drop pods for a good minute or two.

Yeah, last night, as short of it was, was pretty fun. Even the Crown part was reasonably fun - best part was a bunch of ... TR tanks up on the hill to the south of the Crown, and me sitting in the cannon at Ti Alloys shelling the hell out of them, making them all run away and stop shooting at the Sunderer we had somehow managed to get up onto the Crown. And the Galaxy who decided to make a low, slow pass right in front of my gun, so I hit him ... 6 times? ... for some G2A Damage XP and a kill assist.
It became somewhat less fun when I realized that I'd been shelling them for 5-10 minutes, I'd achieved an entire 1 kill (on a Lightning who wasn't fast enough to move, I think) and ~300 XP. Otherwise, I'd mostly just fed the TR engineers repair experience and sort-of annoyed them. Then two tanks came down from the hill to attack the gun I was manning, and I knocked both of them down to 1-more-shot-to-kill before they just hid behind, alternately, the very small hillock directly south of Ti Alloys and the Ammo Tower. I decided to try some pizza delivery on the tank behind the Ammo Tower, but right before I got there, he started moving, and ended up shooting me before I could make it back to the gun emplacement.
So, with almost nothing to show for my efforts, I decided to call it a night. Plus, it was kinda late.
Oh man, last night was fantastic. DVS Douchebags decided it would be a good idea to try to push us to our warpgate. Pulled a liberator and my buddy hopped in the upgraded Dalton. In a single run, we killed over 15 vanguards, 8 sunderers, countless lightning, and he Dalton'd 4 DVS Reavers. I think he got a few hate tells from them. Which made is super pumped, so we just kept ambushing them over and over as their vehicle timers went away. I deemed it 'The Golden Liberator' and could not bring myself to let it get destroyed. After using DVS for a solid 150+ cert points, I just parked it in the warpgate and called it a night.

So when somebody other than you posts stories of kicking some ass your response is to stomp your feet like a child and go "Oh yeah!? Well..well...your momma wears army boots!" because it involved DVS being on the receiving end.
Maximum goosery, ENGAGE. On the other hand, don't call people douchebags. Maybe it was meant as a "NC are dumb" kind of Planetside thing, but that doesn't always come across well in text.
Saying "my outfit is bigger than your outfit" is still pretty silly though.

Well, at least DVS can fill a platoon. 8 people does not an outfit make. It's kind of sad that no one in your outfit actually plays the game.
So when somebody other than you posts stories of kicking some ass your response is to stomp your feet like a child and go "Oh yeah!? Well..well...your momma wears army boots!" because it involved DVS being on the receiving end.
Gotcha.
Saying "my outfit is bigger than your outfit" is still pretty silly though.
