I think he's perhaps talking about some kind of mise-en-scene ambient storytelling inherent in the ringworld and the architecture of the environments themselves. In which case he has a bit of a point. Of course, if he is talking about the 'expanded universe' novels and comics and animes and what-have-you then that's debatable. Extremely debatable.
