I'm not upset that it's taking a while to sort this out—I'm not seeing any tracks from discs other than RB3, even though it looks like they are supposed to be ready for XB1—because, frankly, it's a miracle that any content carries over between hardware platforms at all.
Expired tracks are at the bottom of the priority queue under exports and special case songs (2112, Ozzy, etc). you'll have to wait, you WILL get them back, but nobody has them yet.

I really don't get why it's an issue to give me access to the music I already bought. That seems like it should be top of the list. I must be missing nearly a hundred songs with the RB1/2 exports and the expired stuff.
They have to all be submitted as new content to the new stores and then mapped to the legacy store and they're the only dev really in this situation so it's all very carefully orchestrated and manually handled. So they're gonna do the stuff that solves the most songs first, then solve pack entitlement issues because those songs are already ready, then figure out the expired songs (possibly patching in an expired songs retrieval system?)
What also throws a wrench into it is that on Xbox One and PS4 all content has to be visible on the store, even if it's not buyable.
edit: also also, on Xbox One and PS4, packs are now true meta-packages instead of separate DLC. On 360/PS3, when you bought a pack it was technically a completely separate dlc item than the singles, so that allowed them to do stuff like 2112 only coming with the pack and the Ozzy exclusives and so on, or have glitches only in pack versions of songs. on One/PS4, packs are now true meta packages that say 'if you buy me, you can now grab these other items for free', which is technically better since you don't need to double cert anymore, but causes issues with entitlements where mutiple metapacks can award you the same content
They already used this to make having the exports award you the store version of Bon Jovi songs that were on the disc for free.

Wii is strange. At first, Wii had NO packs at all - solely because Nintendo did not want repeat content on their service, and since packs were repeat content as stated above, Wii got no packs at all (because the other choice for Harmonix would have been packs only).
But to accomodate the small max size of DLC on the Wii, Harmonix let you download the exports as singles for RB2 and Green Day and Lego through a special interface.
Sometime later Nintendo finally relaxed the duplicate content restriction and Harmonix retroactively added all the packs to the Wii store (minus 2112 due to RAM limits). AFIAK packs on Wii acted as meta-packages to accomodate Wii's storage restrictions.
I know their 360 store app started marking singles if you buy the pack, but XBL certainly didn't take care of it. I may finally get to move up to RB4/X1 sooner than I thought, so I'm sure that will be fun. I'll probably even buy a band set just to have drums this time.
The Rock Band 4 PC port isn't looking good. They still have a million to go and less than a week left. I haven't seen many projects like this fail to get funded, I wonder what will happen. Guess I'll have to snag the PS4 version. There's always a chance they get some late minute huge investors but that seems unlikely.

It's pretty doubtful. I was talking to someone about it that said that a single Harmonix person testing the sharing functionality in RB3 shared more setlists than the entire playerbase put together over the life of the game.
So does that mean people didn't use the setlist feature or just didn't share any? Because I used it once and shared (if that's a separate thing). But my playstyle, thank to a lack of BWT, was to just do sets of five randomly chosen songs. Saving whole set lists seemed pointless.
Also, seeing the shared lists of others wasn't nearly as interesting if you don't own all the songs they do. Kind of like how the HMX sets for the longest time were not all on-disc songs. So you couldn't complete that one rock goal without buying a song you didn't want in the first place.
Yeah, never saw any use for sharing. Or setlists either tbh, but I pretty much only play by hopping into quick play and picking whatever sounds fun, one song at a time.
Yeah, me too. When we play, we often like to end with a round or two of favourite songs, and it's definitely nicer to be able to pick them all and then play them than to pick one, play it, pick the next, play it etc.

I was hoping that the setlist implementation would allow me to categorize songs conveniently. Doesn't look like you can play one song from a setlist, though. What I'm looking for is more along the line of "favorites" or the lighter-rating system.
Sorry for the confusion! I can confirm that getting your entitled content within this pack is something that will happen down the line, but it is not available to you for free re-download quite yet. You are correct - you will get to download your entitled content for free, just not at this time. From our DLC team, it sounds like we'll be sorting out exports (our main priority, these folks are working literally every day on it) first and will revisit this content once they're out of the way. Of course, when that day comes, you will also be notified.

Well, I'm pretty sure I already have the Styx songs. And I know I don't want the South Park one or anything from Stivie Nicks. I'll have to check out the rest.

I believe I own all of the Mac but my picks:
Landslide - an iconic track and an endless HOPO chain. Fun chart. Voxtarists should pick this one up. It's also worth a ton of points in Blitz (lol)
Gold Dust Woman - charted howling on vocals. I'd get this one because of the song itself. The chart isn't very interesting.
Rhiannon - more for RB3 with the keys. Great for harmonies.
Dreams - a nice groovy track for bass. Harmonies are great.
Renegade - Harmonies in RB4, safe pick.
edge of seventeen is just constant strumming for the entire song, unless you REALLY like the song, pass
Okay so I listened to the pull list and I'm getting just the Fleetwood Mac stuff.
Also, one of the videos was for RB4... Is the hair physics really that messed up? And does it really say 'FULL COMBO!' after getting 100%? We waited five years for that? Yeesh.
So, in theory the RB1 export is there. In practice it's not reacting, so I guess there's something wrong with the download servers. Still, I can go into the menu, see the individual songs and listen to previews. It's so close I can hear it!
