Anyone with any arrows left over will be banned. Sorry that your time on these forums is being cut short so soon after you've arrived :(

I wouldn't worry about it, they are quickly and easily generated.

And it seems like all is dying, and would leave the world to mourn

In case you're still curious, a more-or-less complete writeup of how things worked:

    - Everybody who logged on during the event received the Valentines Day 2013 badge along with 3 arrows (which we were informed of, like most aspects of the event, by pop-up notifications that appeared in the bottom left of the window).
    - Everyone (except those who currently had the Desired status, more on that in a bit) had a label in their posts to the right of the Agree/Awesome/Report links that allowed you to shoot them with an arrow.
    - Robot Cupid (the alias of Geth during the event) randomly(?) made posts every so often in various threads in which he informed us an unidentified object had been shot down. These posts contained a picture showing a cherub with an arrow in it, along with a link you could click once to obtain 2-4 more arrows.
    - Upon shooting someone you used up an arrow and received a notification of what happened and how many arrows you had left. Most of the time the shot failed and you just shot somebody in the eye or arm or something. You could revoke your shot in the same way one revokes an agree or awesome to recover the arrow used.
    - I'm unsure about this part, but I suspect a shot's success depended on how many times the target had been shot modulo N for some unknown N. This meant that repeatedly shooting someone then retracting the shot wouldn't make the shot succeed unless the right number of their posts had also been shot in the meantime.
    - A successful shot conferred the Desired status on both the shooter and the target. Robot Cupid then sent a private message to both people instructing them to send a love note to the other person within a certain time limit by replying to Robot Cupid's PM.
    - The Desired status was shown to the left of your avatar, where the user/mod/admin tag is. It had a red background, a picture of a heart, and the text "Desired".
    - Failure to reply to Robot Cupid's PM within the time limit resulted in an infraction which expired in a day or two. Initially the time limit for responses was 4 hours which led to lots of people being infracted in their sleep with no chance to respond; this was later raised to 12 and possibly even longer afterward.
    - Once both posters sent Robot Cupid their note they lost the Desired status and could then be shot again.
    - Two new subforums were added named "Cloud Nine" and "Retirement Village" (I think, could be wrong about the latter). Upon receiving a love note Robot Cupid would create a new topic in Cloud Nine that contained the love note. Other posters could then vote whether the note was sufficiently spirited.
    - Once ten votes were received the sender of the note would receive either the Love Fool or Cold Hearted badges depending on the poll results. Tie votes extended the voting; I'm not sure whether a single extra vote decided the matter or whether a greater margin was needed.
    - After a given note had reached its verdict the thread was moved to the Retirement Village subforum.

I think that covers just about everything.
