I'm looking to add a few inches to my waistline, because I am tired of not being able to buy pants.

I'm 5'8", healthy and relatively active, and I eat anything I want whenever I want to, so long as it fits in my budget. I've hovered around 115(lbs) for the past five years, and I can't seem to put on weight. Where should I start looking for information to see if I can't figure out a plan?
You underestimate the magnitude of the problem; there are not belts small enough. Options are buy a belt and punch my own holes, in which case the belt will go more than halfway around my waist, or find some outlandish high-end children's belt retailer

I must admit, that is an impressively small waistline. I'm not by any means an expert on exercise so I'll leave that open to the other people, but even off the top of my head I can't think of something designed to make your waist larger.
I can say weight gain comes mostly from a high calorie, high carbohydrate diet but that's.. not very healthy. Hopefully someone can come in and point out something good for you.
I average over 2000; today I've had-
an entire loaf of bread
a lime
an entire package of baby carrots
some salami
half a package of sliced gouda
about a dozen chocolate chip cookies
a 24oz red stripe
two eggs and some veggies
a handful of chocolate chips
a granola bar
two bananas
couple handfuls of wheat thins
today has been a relatively low-calorie day, all told. this biggest constraint for me is how much food i can buy and how frequently I have to stuff it into my face. I guess what I'm asking for is where I can find cost-effective incredibly calorie-dense food without going the gallons-of-ice-cream route.

good cripes you're skinny, dude. I thought ecco was having a hard time with clothes and He's, well he's 6'0 and weight about 145lbs. and sometimes he has to go to the kids section to get like undershirts and stuff. he hates going clothes shopping because nothing fits him, it's all too big.
squats and leg presses and ab stuff and maybe eat a lot of calories and milk? oh and carbs.
now that you mention it I do run almost entirely on carbs most days. Clothing-wise, I wear a 28" waist, adult S t-shirts. Taller skinny dudes tend to have the problem that shirts fitting their shoulder width aren't long enough, which I also run into sometimes.

Ecco's mom had company come visit today. They brought some pre-made steamable buns. You know what I'm talking about if you've been to a dim sum/yum char restaurant. One of the packs is pork and cabbage (the only person in the house that eats pork is ecco) and then some red bean buns. sweet red beans. And She keeps offering them to me. It's like. nooooo i am trying to not be fat! i do not need your sweet sweet yummy white flour buns.
but i've packed up my morning oats for the week, as well as cooked up some beef schnitzels, some sauteed veggies, and basically everything that we need for at least the first half of the week's lunches and possibly dinner.

I don't think I could ever do it, but some people swear by GOMAD (gallon of milk a day) for gaining weight. The milk is on top of what you normally eat.
Lift heavy weights as well. Try something like Stronglifts 5x5.
Hello friend. I too suffer from twink-itis. I too know the pain of trying to find clothes to fit my twiggish frame. I have historically been a 135 pound 6 foot dude. Now through the magic of intermittent weight lifting/fitness regimens and physically demanding labor I am now a 160 pound 6 foot dude.
My current plan (let's hope it sticks) has me lifting heavy things 4 times a week and eating about 3000-3500 calories a day. My diet typically runs about 7-8$ a day while meeting my nutritional goals (A little over 1gram of protein per pound of body weight / 15 - 20% fat / rest is carbohydrates). It's also pretty clean (not buckets of ice cream) because I got a complex w/r/t health.
I used myfitnesspal 's app religiously when I started out to make sure I was hitting my goals but now I can estimate my needs pretty easily from experience. Until you gain this skill it is super incredibly helpful to use a calorie/macronutrient tracking app or website.
Here's a basic daily meal setup when I don't feel like actually cooking much. Estimating here, It will be a little over 3200 calories and contain about 170+ grams of protein and under 80 grams of fat. It also runs me in the neighborhood of 7-8 dollars as stated earlier.
BREAKFAST
1 sweet potato, peeled and steamed.
4 eggs
POST WORKOUT MEAL
SANDWICH
2 slices whole grainy bread, the 110 calories per slice kind
2 tablespoons jam
2 tablespoons peanut butter
SHAKE
2 cups whole milk, 2 scoops whey protein powder of choice
LUNCH:
150 grams chicken breast/tenders/thighs/whole chicken (roasted/grilled/panfried)
1-2 heads broccoli
1 cup rolled oats made into oatmeal or if i'm feeling fancy (I usually am) made into a bannock for on the go snacking
DINNER:
150 grams chicken breast/tenders/thighs/whole chicken (roasted/grilled/panfried)
1 cup dried rice cooked into however many cups steamed rice
BEFOREBED SNACK
1 can beans, I prefer kidney/black for higher protein content
SNACKS:
1 apple
1 banana
1 orange
1-4 carrots
On days when I don't work out I basically just eat an extra egg(s) and some more chicken to make up for the lost protein from the whey.
Hope this helps give you some ideas or at least prove it can be done cheaply and relatively healthily!
TLDR: CHEAP AND DENSE FOODS: potatoes (pretty calorie dense! I like sweet potatoes for taste/health) lots of eggs (cheap source of protein, don't go crazy though) any dry grain essentially (rice/oats/whatever usually about 400+ cals to a dry cup) peanut butter (crazy calorie dense and easy to add to meals) milk (easiest liquid nutrition) beans/lentils of any sort (good nutritional profile, cheap as heck, usually about 350+ calories per can for under a buck cheaper if you buy bulk dry) bread/pasta/noodles (cheap but not that nutritious but easy calories) dates/raisins/dried fruit (go for what's on sale can be expensive if you aren't careful, surprisingly calorie dense)
As for meats I usually stick to whatever part of chicken is on sale since I got a cheap non-shifty source and I like to keep my fat %ages lowish. But if you ain't afraid of extra fats pork loin is usually super cheap in the states for some reason not to mention tasty and easy to cook!
Making your own stews and chilis is an easy way to eat cheap calorie dense and nutritious meals. Meat on sale + potatoes + onions + beans + whatever veggies/herbs to taste + big pot/slow cooker = several balanced meals!

The best thing is you don't need to add anything to it. Some recipes have butter or whatever, but really all you need to do is boil a sweet potato then kick the shit out of it.

In Korea and China they char their sweet potatoes in giant kettle drum kiln things or over their home burners and I dunno if they parboil them first or what but they turn into these smoky caramelized things and holy shit they're so good

Is there a good "starter" program I can use to sort of shake the all cobwebs loose and get everything ramped up before I start back into the heavy weights?

"Work out each muscle group once per week" kind of thing, going to the gym 3x per week and working out a different muscle group each time. 3 sets of 10-15 reps each. It was pretty boring but I got pretty good results in a short period of time.
I guess I could do lighter weights and start up again... It was pretty boring, though.
What does "each muscle group" mean? If you want to keep weight training and just want new ideas then I'd humbly suggest moving over to the Strength Training thread, we'll set you up right.
