I had the north break away in my current Germany game at around 1866, so it doesn't seem to be tied to date. Might just be slavery not being banned in the states after the union is fully (or mostly) formed?

I have a game as Bavaria (where I am ranked 4 almost entirely on my prestige score, 192 with 11 military and 4 industry) and I want to sphere the goobers so I can form the SGF, but I don't seem to have nearly as much influence as other great powers.
To prioritize influence go to the diplomacy screen, there's a priority column. Click on it and you'll increase priority.
EDIT: Wiz, Paradox LP/modder extraordinaire who got hired by them to code AI based on his mods, says HoD is awesome.
I will probably give HoI a second chance when I get tired of vicky, because I had as much trouble playing both of them when I got them.

Warning: not a ton happens here, it's mostly me fiddling with sliders, while social reforms kill our budget.
I like education reforms and literacy rates. So we reform our education policy instead of social security.
Introspectionism was cheap so it came quickly. The rest of the update is army and commercial tech.
Like this one. Plus it gives us more education efficiency.
The USA wins, with... interesting results. Every state is a slave state now. Which is truly bizarre.
White peace is achieved between Austria and France/Savoy (now Sardinia-Piedmont again, btw). Unfortunate for our dreams of a puppet Italy, as we're going to have to beat Austria at some point.
We find the source of the Nile! This gives us 50 prestige, passing Russia in the rankings, and making us very close to Austria-Hungary and Prussia. Fourth is achievable in the near future. Third is possible with the USA being oddly backward. First or second would be tough. We'll see what we can do though.
As I mentioned, not a lot happens here. Just getting market structure. The inventions are big in terms of improving factory output.
We go with health care next. Death to social security! Health care is actually cheaper, which is odd.
Unfortunately, this pisses off the pension movement something fierce. I finally cave in so we don't have to murder our own citizens when they inevitably rebel. This is unfortunate.
Troy is discovered, which gives us even more prestige. Woo prestige!
More minimum wage reform.
We get this event twice. Our prestige was second and now we get even more. Woo self-feeding systems.
Russia invaded Sweden and somehow lost. I know it says white peace, but come on, that's losing.
We do get a political reform in here. We'll only harass political parties now! Woo!

The embarrassed Russians invade the newly unified Japanese to take the Sakhalin Islands.
We get a new socialist party. It's pretty solid.
Elections start. The result will be... unfortunate.
Tax efficiency improves, which finally lets me max out administration again and cut upper class taxes. Around now we finally hit critical mass in terms of industrialization and our capitalists are investing 100 pounds a day. Which means railroads take 10 days. Not that we can invent fucking level 2 railroads, which is frustrating me. And factories take about 3-4 months instead of 2/3 years.
This is an invention, but a pretty major one, so I included it. Better guns are always appreciated.
So hey, the liberals won the election. Let's see how that works out for us...

So what happened here is that laissez faire limits your tax rates to a 50% maximum. This is also known as DEATH for us. We could make dramatic cuts pretty much everywhere, which could cascade back on us, we could institute a tariff to raise some money or...
We could tell the people to kindly fuck off. We're going back to the conservatives. New mission is to get the tax rates close to where the liberals can take over without the aforementioned massive cuts. Eventually the growth would be enough to overcome the loss in revenue, but making a sharp change like that is a bad idea. Middle class is down to 70%, upper to 50% to spur further development.
Russia takes Sakhalin. They added a war goal for part of Honshu but did not insist upon it. By the way, somehow (I seriously don't know how), our alliance with Russia got cancelled. Maybe one of the times I banned their embassy from Persia?
We learn Army Professionalism which should lower our casualty rates. It also means we are officially ahead of the Russians in military technology. They still outnumber us 4-1, but our troops are better and between attrition, the small border, the terrain, and our border forts, it's entirely possible we could hold them off. The Austrians... not so much.
We finally improve our mining technology and finish tier 2 in industry. What's next is up for y'all to decide.
We also have a political reform to deal with.
Decisions:
1) Ruling party will be the conservatives until I can lower the tax rates enough to make liberals viable.
2) Technology? This update was mostly improving the economy and the military. Steam engine might be good, as would main armament, biologism, or various other research improvement in the culture section. Or the next thing to get us a new NF (Nationalism and Imperialism, I believe) as 1880 kicks off the scramble for Africa.
3) We have no infamy, so if we really wanted we could go after Egypt. The issue is Prussia and Austria are both friendly with them. And we don't have a big old bear on their eastern border with which to threaten them anymore. I don't think it would go well, personally. We could also wait five years when infamy costs against uncivs halve.

4) Italy status: Friendly with Papal States, but France is fighting with us as we try to de-sphere them. S-P is invading Romagna but can't seem to figure out how to get over there. Tuscany is now neutral with us and is in no sphere, so we should be able to get that. That'll leave mostly S-P (also a French sphereling) and the Austrian bits before we can be make puppet Italy. No real decision here, to be honest.

5) The political reform mentioned above. What do you guys want for us? Top two movements are for less control of unions and less control of the press. Both will probably increase reform desire, unions more than the other. Or you pick something else entirely.
6) Our gunpowder factories are costing us about 100 pounds a day in subsidies. Shutting them down would put a fairly sizable number of craftsmen out of work (and thus cost us tax revenue and increase revolt risk), but would open up room for hopefully more useful factories. We have three such factories.

The Sultan's preference would be to go peaceful for a while, focus on the Scramble for Africa and lock off as much of the continent as we can from the British and French. Especially the French. Fuck France.
