There's no reason Bronzers should just be auto-demoted to never even having a chance at a tourney.
That just really tells them fuck you the tourney's not for you.
I mean, there should be a better approach.
Every single CSL we've had before has always treated low-level players this way.
So maybe we can change it up.
So I say change the bracket wording some, because as soon as a low level player reads that, they won't even want to participate so you've already lost interest.
We can divide up the tournament further (e.g., Bronze-Silver, Gold-Plat, Diamond-Masters). But I don't think we have enough people to justify the extra distinction. It also makes organization more annoying by having to admin three events at once instead of two.
Ideally, we could move to a league format like what we had in the past. However, that's even more of an organizational headache, and I think the past has shown people aren't willing to commit the amount of time necessary to make the league happen. Weekend tournaments seem to garner enough interest to justify their existence.

A Bronze player is never likely to win the tournament no matter how narrow we make the skill gap, and they know that. They aren't super sensitive souls who need to be coddled, and you're insulting them by saying they are. They join the tournament to test their skills against everyone else, to see how far they can get, and aspire to be one of the guys that beats them soon by practising hard.

I'd be willing to play in a tourney even as a bronze. Mainly just to be taking part in PA stuff. I don't mind losing at all.

Played a match just to check out the warhound workers and apparently my opponent lost his army in his nydus network. I didn't check the replay, but he asked me where his army was, so apparently a complete mystery.

As for the tournament, I'm not cuddling to bronzers. It just makes no sense at all with that much of a gap. Keep in mind the vast majority of the player base is below platinum.
I say instead of having a bronze to diamond tourney, have a tourney game on custom or ffa maps, rather than serious 1v1. That is a lot more fun to watch and participate in.
You can still have your bracket for masters and above for those diehards. That'd be a separate mini tournament.

Is something like 15 gas reactor Hellion a safe opener in TvT? I'm trying to figure out something Reaper-proof without having to build Reapers myself, as I've never liked them.
It depends on how many reapers he builds. If he's just doing 1 to 3 with an FE then you'll be fine with a hellion expand. If he's dropping 2-3 barracks and pumping them you'll need a siege tank.
If you want to be safe, I'd say 13 gas 1-1-1 is the best answer because of the versatility it gives you, but you admittedly also need to play with it a bit to learn how to use that versatility. If he goes for a rax expand you can do a fast hellion drop or go for banshees; if he opts for light harass you have access to vikings against banshees and drops; and if he's allining then you can grab a siege tank. TvT is a somewhat unique matchup in the sense that almost anything can work, and no one opener reigns supreme.
What would that look like, roughly? I haven't done a late-expanding 1/1/1 in like two years, so I'm not exactly familiar with the rhythm anymore.
Also I haven't seen a single Banshee from anyone except me yet, so I'm not really worried about defending against those yet. The only early-game thing I'm really worried about so far is multi-rax reaper. Anything else that kills me early in TvT (like fast drops or other kinds of non-Reaper pressure) I generally assume is the result of me doing something stupid rather than my build being incorrect.
12 rax > 13 gas > fact at 100 gas > starport when fact finishes. If you want cloak, siege tanks, or hellbats you grab a second gas after the factory.
And from there you just build whatever you need to do what you want.
Want a hellion/mine drop? Make a reactor on the rax while making the first two hellions, then swap over for the other two, and make a medivac.
Want a banshee? Make a tlab on the fact and swap it over to the port when it's finished.
Want to be greedier against an FE? Cut marines after the first 2 and you can expand about a minute earlier.
Is he going 1-1-1 too? Vikings and mines are pretty good.
Oh, and watch that 27 food supply block, I never see it coming.
Assuming the stated goal is still to rush a siege tank to shut down reapers, can you afford to build a tech lab on the barracks without dying due to a low marine count? Especially if I do something like build a Reactor on it after the switch, which seems like it would be necessary for a decent transition. Can you even afford to do anything with the starport after that? With a 15 gas I sometimes have to delay the first medivac, and that's only spending 50 gas on widow mines (in other matchups, that is).
The custom / FFA tourney / event isn't for just bronzers. It's for anyone who wants to play. It's more an event focused on fun that anyone can participate in, rather than just a serious mode tourney.
That's a much better way to reach out to the community rather than a "play in this serious tourney and maaaaybe you won't get stomped the first round."
Bronze to diamond just doesn't sound very appealing to play in or much less watch on stream.
