I don't doubt it, biting the hand that once fed you is not new behavior, especially in politics. But, helping its citizens in a time of crisis is one of those things a government should do, so.

You know, I don't agree with many of Rick Perry's decisions, but I also don't agree that a bunch of poor bastards should be punished for some jackass railing against the federal government.
And if you really think Texas is that bad, look up what they've contributed to in past disasters. I don't think these situations are appropriate for political beef. With victims of a disasters such as this, I hope relief gets to them. Whether that be state, federal, charity or all three. In any part of the US. And it'd be nice to see that take place everywhere, but I think writing the people in a state off and a blanket "fuck them" is pretty goddamn callous and immature.

Unless you have conclusive evidence that:
-the plant was built after the town (and not the other way around)
-that there was no local comp plan (or one that was implemented before the plant's building which was modified or allowed for it to be built - as any zoning implemented cannot usually stop operation of an active facility without becoming a regulatory taking requiring compensation (which a town of this size probably doesn't have money or economic incentive to grant))
-that the locals are overwhelmingly in favor of the political spectrum you seem to be projecting on them
-that those injured by the blast were, in fact, of that spectrum
-that the plant itself was responsible for the explosion with day to day activities rather than a freak accident
-that there is some evidence that those supported by FEMA post-reconstruction are "greedy" in some fashion

The role of government is to provide for the public health, safety and welfare. You are implying that, because of some obnoxious politicians, an entire state of twenty six million people should have no right to assistance. Yeah, Texas is extremely loose with zoning in general. Even if they weren't, if the plant predated the Comp Plan it would typically be grandfathered until such a time as the plant changes hands or is condemned and purchased with eminent domain. One of the good news things with the present situation is that now would be a perfect time to push for land use reform in Texas which is sorely needed. Maybe not to the Hawaii/Oregon/Florida levels, but as Texas is about 50 years behind the curve they will need to catch up fast in order for any differences to be made (typically a Comp Plan only starts having real effect on a town after 25 years).
Real issue is, with a town this size, that industrial use probably has a larger share of local employment than typically is of concern with this sort of case. Closing or relocating the plant wouldn't only cost money for the taking compensation (which the town probably doesn't have), but would likely also greatly wound their tax income via the plant going wherever is cheapest and not regulated along with the losses to local employment.
Planning isn't some magic wand that fixes towns like in Sim City. You can't easily just make a utopian city/village by passing local ordinances, especially when on increasingly limited property tax and business incomes. It's an incredibly complicated and subtle field.
