There are only three games that use id tech 5 - Rage, Wolfenstein: The New Order and The Evil Within. Rage wasn't very good, even as a game - and didn't make full use of the engine, which is understandable because it was basically a new team using a new engine for the first time. Wolfenstein was pretty great, they made decent use of the engine, but it was held back a little by console parity in my opinion. The Evil Within is less to do with the engine, and just horrible optimization - and again it was a new time using a newish engine, on new systems for the first time.
Even Rockstar has come out in saying that they don't want to release on new systems, or new engines right away because it requires a lot of experience and trailblazing.
Yeah i went to bed mostly through that chapter last night.
I do have to say that the stealth gameplay works in the horror style they are going for, but man sometimes you just get boned because you underthink a scenario.

The starter pistol is relevant throughout the entire game, FWIW. I never replaced it as a bread and butter weapon, and while it's shit vs. bosses, it's good vs. enemies throughout. I don't think there are any trap upgrades. Level 5 broadhead bolts are fantastic though, as they one hit kill everything but mini-bosses.
As a minor note:
* Unlike Resident Evil, you do not fill your magazine when upgrade its size. Your magazine doesn't count towards your ammo stored capacity, so upgrading it indirectly allows you to carry more total ammo
* You do fill your health whenever you upgrade your max health.
I do have to give a nice middle finger to bethesda for not having the double barrel shotgun be upgradeable at all. "Heres a preorder bonus that uhh is barely a weapon you'll use."

Heck, if anything, I recommend dumping a lot of upgrades into the starting pistol. I had damage and ammo storage maxed out by end game, and I don't regret it at all. The weapon balance is fantastic in this, where everything is really useful and works in concert. My only minor criticism is the special bolts seem a little too pricy trap parts wise, so I never really used them outside of boss battles, and I think it would be fun to use them a little more often.

If you got the preorder survival pack when you got to chapter 3 it was just in your inventory, you can swap the regular shotty for it on the select screen, but again it has zero upgrades and shooting it dumps two rounds into the target whether you wanted to or not.

The enemy you are talking about is surprisingly less dangerous up close than you think. There are a lot of dead zones in that enemy's attacks that are safe to stand in (this is true throughout the game. A lot of enemies with one hit kill melee attacks tend to have limited ability to actually strike you with them. Of course, a single mistake is a game over, so it is still high risk). Also, I kited that enemy around in the building you first encounter him in.

I threw a grenade at him and pumped him full of about six shotgun shells. He went down pretty easily.

What the hell is going on?! I know he didn't see me, and one time I even waited until he was halfway across the room in the opposite direction before sneaking across the doorway, and he fucking turned around in mid-step to see me.
This isn't fun, scary or tense. It's just goddamn frustrating and not a good way to endear me to the game right off the bat.
Wait beside the first entrance. When he turns around go in the room and to the left. There is a bottle there. Toss it back towards the door you just entered to distract him then exit through the door opposite where you tossed the bottle.

So is that the only way you can possibly get past this part? Because I feel like I should've been able to sneak past him without the bottle and if it's scripted to notice you no matter what without it that's horseshit coming off the emergent stealth adrenaline high of Alien: Isolation.
I still think it's bullshit.
FOV fix. Requires Cheat Engine so kind of a hassle but pretty much the only way to get a good fov. Can be combined with the "remove black bars" ini tweaks if they annoy you too.
Note if you install, CheatEngine comes loaded with Bloatware it tries to sneak onto you so make sure you read what you're installing and do a custom install, not express.

Personally, I'm finding this to be the best survival horror game I've played in probably as long as I can really remember. Maybe since Silent Hill 3? That seems almost too far back though, but the genre kind of died with RE4. It has it's issues, but the return of the survival aspect is greatly welcomed. It's a shame it's getting so much bad word of mouth.
Like seriously, the bolts and parts to make them might be hard to come by, but I can't think of more useful weapons. A bolt to freeze all enemies in the vicinity (including some boss-creatures), and the ability to shatter weaker-enemies when they're frozen; a bolt to incinerate all enemies in the vicinity of its target, which keep in mind, burning normal enemies = insta-death; an explosive bolt to do damage to all enemies in the blast radius, and can be launched to a surface to act as a land-mine; a normal and cheap to make bolt that can latch enemies to walls and instantly kill them; and a poison bolt that can attract enemies to instant kill whichever eats it first, which is perfect for... certain enemies that don't like to fight you legit (as in they like to sneak around).
Basically it's the best weapon in the game for your buck, but the bolts are harder to come by as a result. Upgrade the range so you can fire it straight, and you basically got a weapon of mass destruction when you desperately need one.
Of course you could always use grenades when you're desperate too, but Grenades are about as reliable as a sweater in summer.

Edit: Nevermind - you should choose the other path first so you can turn off the gas during that section.
I have no idea how much green gel you get in a typical play through, but so far I have had no shortage. I actually don't really know what to upgrade at the moment. I might actually pick up melee if it's decent. I was afraid even upgraded it would be useless, so hearing that it isn't is nice.
On an unrelated note, I found out if you time burning bodies with matches right, you can set other enemies on fire as they walk by. The enemies have to be almost on top of you for it to work, and the match lighting delay means it takes a bit of practice, but it has saved my life a surprising number of times. It's almost like having a miniature pool of oil everywhere you kill something.

Does anyone have first hand experience, is it ACTUALLY that bad? I fear my 560ti likely won't handle this game so I may have to duck out completely.

I didn't notice. Honestly, I was more concerned with how infected his leg would be after falling into the shit the main character falls into in chapter 1. If you think about that for a minute, it's pretty gross.
Sure, but thanks to obamacare in the fantasy world of The Evil within, all medical treatments needed to hit max health come in an easy to use needle.
For those tough things like ebola and cancer, use a med kit. You'll even feel younger and stronger for the experience!
As for the wet shirt? I didnt even notice and I'll admit i usually do notice these things. Your brightness is turned up way too high. I can barely see the characters in a (for this game) well lit room.
Infections take time to happen, and he's injecting himself with "medicine" he "found" "lying around". So he's probably boned either way.
The thing that bothered me more was how his white shirt still looked clean and pressed after climbing out. Was it coated in a superomniphobic nanoscale polymer coating or something?
