I don't think that's the case, but your agent counts as a point of influence. Could be wrong though!
I'm pretty sure you can still claim it next turn. You can't move without playing cards with a number of coins for the trip from Vienna to Constantinople, however.
Col. Mustard shall claim the People's Will as his first action.
