He can give spice to his allies for the purposes of purchasing cards, shipping and reviving tokens.
If the Emperor chooses to be sporting about it, he can give spice to his partner so that the card is essentially free. Whenever he does this, he makes nothing on the bid. Considering how much spice the Emperor truly needs to be a powerhouse, don't expect to see it happen too often.
Other players can reduce the amount of charity the Emperor feels by not bidding huge amounts of spice on unknown cards. Huge, in this case, is typically more than 3 spice.
