Only games I've ever preordered have been sleeping dogs (where it was going for about $30, and new games in aus typically go for $90), and Bioshock infinite (where it was going for $40, and also included bioshock 1, 2, and the new xcom).
For those ones, at the very least, I felt like the odds were kinda in my favour for whether I would get my money's worth or not.
I think I also technically preordered Metro Last Light, but that's only because the australian release date was several days after the rest of the world, and there was a discount, plus the ranger dlc (which was a shitty business strategy), 2033 was one of my favourite games, and lots of people were saying it was pretty good.
I preordered EUIV because I don't care that Paradox games are buggy on release, they're still fun to play, and also I get a lot of "free" stuff that way.

As far as pre-order stories go, I think the first game I ever pre-ordered was Halo 3: ODST because of the sweet Sgt. Johnson skin in Firefight. Totally worth it.
one reason why i love using shotguns is uif enemies have low enough health they might go flying when you kill them.
This sometimes means headshotting a shield guy, and then the shield is left standign straight up while he goes tumbling through the air. it is amazing.

I still haven't finished AC3, which feels like an enourmous drop from the previous games. Like, Revalations is way better than AC3. I won't be picking up another AC game until I'm reasonably confident I'll enjoy it.
I want to preorder SR4, for the preorder bonuses, but EU4 is about to come out and I expect it to suck up my life.

On dude, what did you think of machinarium? I played it recently and it was awesome! I did have to cheat and look up how to finish on puzzle in the arcade room because I got stuck on it for like two days
I finally completed the 2nd UEF mission in Supreme Commander.
I've fully embraced the "every unit bar my commander is replaceable" aspect of this game.
I just sent 50+ T1 tanks/AA into an enemy base to draw out the units defending the base. And the Aeon ACU. Who I then promptly shot to buggery with about 20 gunships. The only downside is that the Aeon ACU went off like a sodding nuke and all my forces near it died.

Does it have it's own localised version of the store? If so, I imagine not all games will be available in Japan, which is a concern.
Sadly, Japan has the largest number of regional restrictions seen on Steam. Basically, you will not be able to purchase most games from EA, Capcom, or Sega. You will not be able to buy any games from Konami or Rockstar -- just to name a few of the restrictions. The only Japanese publisher which offers full access to their catalog is Square-Enix/Eidos.
I intend to purchase Dead Rising 2 - should I pre-purchase this before I go? Will it still actually work once I get to Japan? I don't want to purchase the game, only to find that it is unplayable due to some kind of draconian region detection nonsense.
First, you cannot buy this game over Steam (or anywhere other DD) in Japan. So you could pre-order. However, before you do, check release dates for other regions. If there is a region with a delayed release date, the game most likely will not be unlocked for you in Japan until after release in that region.
Your absolute best bet for unreleased games and Japan is to now wait until after it is released in all applicable regions and then asking a friend/relative to gift the game to you. this ensures no problems with the game unlocking as it should already be unlocked for all regions.
However, if the game uses Steamworks you may still have problems activating some games in Japan even after release.
