I'm guessing that in order for the ref to count down a pin, you have to have a certain number of knees and/or elbows on the mat, which isn't possible in that pose.

Almost.
In pro wrestling, both shoulders have to be flat to the mat for a pinfall to be counted. And since the guy curled up can literally roll, plainly his back isn't flat on the canvas.
(This rule has also resulted in finishes where a pin resulted in both wrestlers' shoulders being flat to the mat at the same time, causing a draw.)
