I have some info listed in our State of the Tribe, in the second post. Currently the only region we can recruit anything beyond mercenaries and levied freemen is our home region of Nemossos. I'll get more info in the post soon, the only thing is that the game doesn't really tell me upkeep rates for troops, just our military as a whole.
I'll check on the turn difference between Tortoise and Hare.

Improve Nemossos! For now. We still have a decent sized buffer in terms of finances. Though I think we should keep a reserve of 4000 or so for any emergency recruitment/expenses.
We should research tribal economy before unlocking the military techs.
Operation Tortoise dictates we don't spend money to avoid war as we will not be entering their territory at all. No money for the Vivisci!
We do suggest fostering relations if at all possible with the Germanic tribes though.

A note: Each of those trees listed in civics has 7-10 techs, taking an increasingly longer number of turns to research. Focusing on tribal economy for now is fine, but researching it to completion will take quite a while. I'll get up a picture of the tech trees soon.
As for time differences, without save scumming I can offer my best guess:
Operation Hare -
Probably will be in striking distance in two turns. Longer if he stops to recruit more troops.
There is a chance, a small chance, that Nerf can get past the Vivisci in one turn.
Operation Tortoise -
At LEAST 3 turns. More than likely 4 or 5. He can get one turn of recruiting three units without slowing his march.
This option also gives Retaba a chance to get to the territory and begin scouting in advance.
Definitely Tortoise then. Where's our unrecruited army and can he recruit and transfer to Nerf?

Kadoken's army is just sitting in Nemossos at the moment. Currently I don't know if trading units between armies reduces their movement range. If so, it might be enough to push the invasion back one more turn.
Kadoken should hire reinforcements while Nerf tortoises to the front then. Hopefully we will then have enough troops to acquire our port on the Med.

No forces have reached the area yet, so we have no intelligence. Nerf has a skeleton crew, and you have no-one but yourself.
We will have champions as soon as the Council authorizes military research.

I would also like the artisans lodging improved as soon as possible, but not if it diverts funds away from the military. Maybe do it next turn.

B - They are not worth the effort. What the gods bring, they bring.
I will leave the disposition of the military to the generals, I have neither the time nor the inclination to second-guess our military leaders. That said, we should definitely spend some coin to get our armies up to fighting-strength so that we may maintain control over our new holdings.
Now is the time to consolidate. We need to improve our farms now for maximum payoff in the long-term. I would also advise improving the artisans lodging as soon as possible, for I require more baubles to decorate my longhouse (and again, the extra gold-per-turn pays off more the sooner we built it). Probably not a priority this turn.
We don't really want to be fighting two wars at once, but I also see no point in throwing away our wealth in "tribute". There would be nothing stopping them from taking our wealth and then attacking us anyway.

As that random elder who lives in the woods by himself, may I suggest a few things:
1) open trade with the Hellenics (Massillia)
2) ask your allies (Pictones) to attack the Volcae
3) Otherwise, hold up and build up
4) if you have to attack the Volcae yourself, get military access from Massilia before heading south
Caution when taking the Volcae. That area is probably saturated with greek culture and will be very unhappy because of it.

Unfortunately, a Councilman's life has responsibilities. Feel free to throw in some further advice at any point, however.
We are already trading with Massillia, and asking for support will be the first thing I do in the next update. It will take a few turns for our armies to approach the shared border, which will give the Pictones time to get their act in gear, and hopefully negotiate military access through Massillia.
As councilman Vic could not appear for today's hearing of the council due to family reasons, he dictated a message with his thoughts on current affairs.

Alright then. @NerfThatMan and @Kadoken, your elders trust in you to lead your army where they see fit. Where will you march, and will you muster?
We will not appease the Vivisci. There will also continue to be free reign given to the commanders to recruit. Narrowly, the leaders decide to continue to pursue economic research. I might divert two turns to at least unlock the military tree(and allow rockrngr a chance to join in on the fun), but past that we shall continue down that path for the time being.
It seems our leaders want to continue improving our settlements, but they have reached an impasse on which one to prioritize. I shall think on it.
My first priority is some skirmishers, and then the improved spearmen.
I'd like to understand more about my positioning and options if I could, before I consider a march on anyone/where.

I also have the recruitment section there that details what troops are available where. You can also currently hire sword and light horse mercenaries, but in very limited quantities(sometimes not available, sometimes only 1 unit)
You are currently in our capital of Nemossos. You are ideally positioned to go in a couple different directions, but you have no soldiers under you. It is recommended that you spend a turn or two focusing on recruitment.

You have a small chance to get completely through their territory in one move, but even passing through might be the excuse they want to declare war on us. The longer you linger, the higher that chance rises. On the other side, you could pass through Nemossos and take the long road, which will buy our diplomats time to hopefully negotiate a military access agreement. It would also give you one turn to recruit troops while not losing any speed in heading for Volcae, and give Retaba time to scout the region in advance.

I request permission to recruit then, and some changes to my army name and make up. I need 6 Celtic warriors, 9 Spear Warriors, and 4 Celtic Skirmishers. I see that my original idea for a name has not been put in yet, but it does seem kind of silly now. I would like my army's name to be now called "Easy Legion". Again, I need time to recruit, and being stationed in town will allow me to meet my new blood and perhaps save the town of any disabling sudden attack.
Edit: seeing our financial situation now, you can take your time, or in an emergency and have a need for a smaller army, 2 Celtic warriors, 5 Spear Warriors, and 2 Celtic Skirmishers will suffice.
