If, say, Nami can wind up with a 2.5 second AOE stun and bonus magic damage on her E then she'd be worth running over a support Annie whose utility won't scale well. At the very least you'd have to make the decision between whether you want to emphasize damage or utility on the champ you pick to play support, which is a decision that I'd like to be able to make!

I can't recommend duo-queuing enough.
Firstly, it means that the percentage of your team who could be a rager/afker/asshole just dropped by 20%.
Secondly, you have someone to trade advice with. I main ADC and my duoQ partner mains Jungle so if he goes for a gank and I'm too slow to react, he can say "you need to move faster on that next time". Likewise, I can tell him "you chased too far for the kill there; everyone was missing" without either of us dealing with "omg noob uninstall wtf 9x".
Thirdly, if someone DOES start raging etc, you have two people to say "it's ok, we can win this. We just need to stay together/splitpush/defend and farm" (delete as appropriate).
Unless the person you're playing with is straight-up terrible, or a rager themself, I can think of no reason to not do it.
Having someone spectate you or watch a vod with you is so much better.
I hate duo queues. When you duo queue matchmaking will compensate by inflating your combined elo, placing you in a game slightly out of your league and therefore placing a performance burden on your pubbies, or giving you pubbies out of their league and making you have to carry them.
There is nothing more frustrating than getting that duo queue that are clearly out of their league but think since they duo queued they are hot shit and then blame everyone else for their not knowing how to play the game god damn I was getting this all day today fffggfhhhsjdbdbguoobbrccjwkbbhb

Eh, making her proc her own passive would be a massive part of her identity gone.
I'm all for making her able to jungle or solo lane but I'd rather they did it in some other way.
Yeah, if they just scaled up all of her damage on jungle mobs, I think that would just do it. Proccing her own mark? That+sheen = scary laner, as she would get ability+AA+mark damage+sheen proc for some crazy burst.

Also I'd be totally down for CC duration increasing items. I think it would be a tough balancing act and I wouldn't be surprised if the utility scaling items mostly added to other elements of the kit (Nami's E and speed boost, Janna's AD buff, Leona's proc damage etc.).
To be honest most CC in the game is already enough to hold someone in place from 100-0 when used well, so adding duration is hardly going to be end of the world kind of difference.
Is that how you would build a carry Leona? I often get her in ARAM (I have a tiny champion pool) and then wonder what to build if I feel like going damage (usually I do the right thing and tank for my team. But not always).
Something with sheen, obviously, but maybe Triforce+Iceborne Gauntlet? And then something else with CDR? But then you have two sheens and I don't know how they interact. Why would Wit's End be good?
I guess I don't even know whether to build AP or AD on her. So confused.

Which is why Luxuries for her tend to be Randiuns or Frozen Heart (both of which have an item that's still nice for you half way: Giants belt and the CDR buckle). Icebourne could be nice but any time you'd actually be building that the sheen proc probably doesn't amount to much (plus you'd only be procing it once per combo).
