Every year since 2004 I have been doing a Game of the Year poll on this forum. People seem to enjoy it when it happens so I've tried to keep doing it. Traditionally I gather a nominations list during December, and run the poll from Jan 1 to Jan 7.
There are a lot of Game of the Year polls out there, but this one is special. Where most GOTY polls just give you a list of maybe five of the best-selling games from the last year, and ask you to choose your favorite, THIS poll gives you a list of EVERY game that came out in the last year (more or less) and asks you to vote for [up to] your top 20-- ranked by how much you liked them. Here's last year's poll if you want to see how this works. We actually wind up with a serviceable ranking of the top hundred or so games from the last year, with blockbusters, obscurities and cult hits mixed in side by side, and a pretty color-coded graph.
Here's my plan: I'm going to take nominations in this thread until the evening of December 31 (is that enough time? Should I do a full week of nominations?). I'm then going to run the poll for one week, until the evening of January 7. I'll post a thread back here (watch for it!) with the voting link.

Also, what about episodic games? The second season of The Walking Dead and the first season of The Wolf Among Us started this year, but only one episode of each has been released. Which calls into question another unfinished episodic game:

Also, Lego Marvel Super Heroes (PC, PS3, 360, WiiU, PS4, XB1, etc.) was released this year.
As for episodic games, my personal opinion would be that falls under the same category as beta ones: the games are judged when they are finished and "released" in full. So KRZ, TWD, and TWAU should all basically wait until they're finished.
e: XCOM: Enemy Within should not be cut - it is a "stand-alone expansion pack." It does not require the original game in order to play.
e2: Wait, wikipedia may be wrong on that. Nevermind.
e3: Oh, it's the whole PC/console thing. So...it requires the original game on PC, but doesn't on other platforms. I....got nothin' for how this should be handled.

And to further nitpick, alphabetizing "The" games under "T" is a bit confusing.
1. Re: KR0, In previous years, I've done things like put "Sam and Max Volumes 1-3" in place to just describe the part of it that was released in the appropriate year. KR0 got most of its attention this year so it seems most fair to put it this year.
2. "The Walking Dead" season 2, probably season 2 will be a major contender as a single entity (that'll all be out by end of next year, right?) so let's fudge and just put all of season 2 on next year's.
3. XCom Enemy Within is a "standalone expansion" on console.
4. "Civ V: Brave New World" probably DOESN'T belong, as it IS an expansion, but sometimes we've let in expansions if they are "effectively a new game". This one sounds like it is so I'm thinking just ehhh screw it let's put it in. Feel free to try to talk me out of this one.
5. I don't know what The Wolf Among Us is.
1-2. Sounds good to me. KR0 will certainly get the bulk of votes this year, while TWD S2 (which damn well better be completed in 2014) won't.
3. The console versions of XCOM: Enemy Within are essentially "special editions" since they include all the content from XCOM: Enemy Unknown plus all the DLC.
4. That does give me an excuse to vote for Civ V again, but I still don't think it counts.
5. The Wolf Among Us is Telltale's other ongoing episodic licensed from a comic book adventure game.
How many episodes have been released and how many are expected?
5 expected and only 1 is out, I'd say leave it off til next year.

Skullgirls was released on consoles in 2012 and made it to #89 on the list then, so I think it's out. The only game in this situation I'd consider proposing an exception for is Spelunky, since that game was played and talked about so much more this year than when it was a 360-exclusive, partly due to new features like the daily challenge. But if it's not meant to be, it's at least in the tradition of the first (free) version of Spelunky, which ranked poorly on this list due to being released in late December.

The former was a free game released this year, the latter is its commercial remake which exists as a playable alpha that's constantly being updated. Do both deserve a spot on the list, or just the first?
Wouldn't it be better / fairer if that rule was "legally released in all regions" in that year?
For example, let's look at two 3DS games, Bravely Default and Rune Factory 4.
Bravely Default was released in Europe in 2013 and will be released in 2014 in the US. For Rune Factory 4, it's the other way around - 2013 in the US and (hopefully) 2014 in Europe.
With the rule as it stands now, I, being from Europe, can vote on Bravely Default next year - not ideal, but I can live with it. However, I won't have the opportunity to vote for Rune Factory 4 at all, since I'm not able to play it yet and it'll be excluded from the vote next year.

This came up not once, but twice with Xenoblade, in terms of the released in EU/JP and then in the US. There was a lot of bemoaning over it, because it didn't look like it would ever come out in the US, despite it easily being many people's favorite game from that year.
The opposite situation, US then EU, is more common but unfortunate. I mean.. okay, yes, the big games get releases worldwide. But what about those that don't? What constitutes "Worldwide?"
