Help identify this movie a friend described... [SOLVED!]

This afternoon, a friend was talking to me about a search that she and her mother have been on for years, attempting to find a children's movie. They have never had any luck, and when I suggested asking a forum somewhere, she replied that neither she nor her mother were part of any communities that might help. So I am here!

Information I have:

• Animated
• Movie (not certain if theatrical, TV, or straight-to-video)
• There is a dragon in it that grows when it gets wet, which is usually a disadvantage
• The dragon is being hidden by the good people it knows
• They are trying to cross a river (perhaps at a bridge?) in one scene, but can't because of what happens when the dragon gets wet

I may be able to get more info from her, but this is what I have to start. Any specific questions you might have will be relayed to her as soon as I can.

EDIT: It looks like we have a winner! The Dragon That Wasn't (Or Was He?) turns out to be exactly what she was looking for -- she was just confused about some of the details. Here are our texts just now.

HER: Nooooo this is the right movie! The kitty is the little girl I remember and the dragon is only mean when he's big, when he's a little dragon he's just a baby recently hatched. Oh. My. God.

HER: HERO

ME: Problem solved with five minutes in an internet forum and another five in Wikipedia...

The Dragon That Wasn't (Or Was He?) has a dragon that grows when it gets upset at being given a bath, but dunno how much it matches the other points.

Actually, @Surfpossum, it turns out you were right. She took a look at some clips, and the memories kind of came back, I guess. Amazing work!
