I think it's disruptive in a good way, like many of the big map-specific events. The players are off doing their own thing, usually paired off (because if you're playing the party game and you don't have 4 players then what are you even doing), and then all of a sudden everyone is focused and fighting over one thing, it probably changes custody a few times, somebody supers, emotions run high, and then everyone cools down and we go back to the action as it was. It's hilarious and fun, and adds to the pacing of the whole thing.
In my mind, it's basically the Battle Mini-Games from Mario Party but in fighting game form.

Again, Piccolo is a reformed villain, so it's not really the same dynamic as "teaming up with the bad guy."
And the message is different, too. In something like AvP, it's basically, "We're both gonna die if we don't deal with this other dude so I guess we'll stop trying to kill each other for now."
Whereas in Dragonball and Dragonball Z the point is to say, "Hey, maybe killing your enemy isn't the best idea? They're people, too, and they can change."
