This is terrible. If it was another contractor, you could have easily stopped/prevented this by checking badges more thoroughly/replacing them with military personnel. But there are thousands of soldiers on a base! I don't see how this tragedy could have been prevented.

Depending on the "Why/How?"; better support structure post deployment (particularly mental health/PTSD), better screening of potential recruits beforehand (and not just recruiters filling a quota), not renting out certain parts of military affairs to a company for the lowest bid without any oversight...
According to the press conference the shooter was a soldier who served 1 4 month tour in Iraq in 2011 and was in the process of being diagnosed with PTSD
Based on a few of the questions asked, expect to see a renewed push through opinion pieces on how allowing soldiers to carry firearms on base would have prevented this shooting and the one in 2009.
