Welcome to a Marvel Heroics Roleplaying game set in the Marvel Cinematic Universe. This game takes place after the events of Captain America 2 and the April 8th Agents of SHIELD episode.
SHIELD has been dismantled. HYDRA, a terrorist organization from WWII, has been inside the ranks of SHIELD for years, using SHIELD to secretly push its own agendas. However, Captain America, Agent Romanova, and Colonel Fury exposed HYDRA. To cripple HYDRA, SHIELD released all its secrets to the internet.
The effects were felt immediately. SHIELD bases around the world became war zones between loyal SHIELD agents and HYDRA sleepers. Covers of agents were exposed and details of secret threats became public. Offically, SHIELD was over. Agents suddenly faced joblessness if they were lucky, or found themselves in danger now that they had no cover and no support. People with special powers that had been monitored by SHIELD now faced a new world where people know about them and big brother wasn't watching no more. And every shady organization and terrorist cells suddenly were free to operate in the open. The UN and world governments who relied on SHIELD to protect them now were forced to fight their own fights.

But I'm pretty good. Since you just need to be better than the mark, why should I care if there's someone better at the game than me? I got a roof over my head, food on the table, and the freedom to go wherever I want. And then a SHIELD van rolled up on my block and and the Men in Black have got me on my face before I can say "Miranda Rights."
So, I was given two choices. Get outed publicly and probably get a bullet in my head before the end of the week or sign up in their Academy of Operations and they'll sweep my "indiscretions" under the rug. Three guesses what I picked, and the first two don't count.
Now, I wasn't a big fan of the combat training. Not really my style, you know? The instructors weren't impressed with my excuses, though. Especially Agent Timms. Total hardass, that one. Honestly, where does SHIELD find these people? Do they keep records of how many times someone's watched Full Metal Jacket? Seriously, the first day he had me on the firing range for four hours after dinner. I mean, he must have known that, after the first hour, I wasn't going to be learning anything other than to hate his guts. Still, I'm a quick study. I picked it up soon enough, and even Agent Hardass wasn't able to find too many excuses to bust my chops after week two. There were even some normal-ish people in my social engineering classes. We'd hang out and talk about how SHIELD dragged us here. After a few months, I surprised the hell out of myself one morning by actually looking forward to the day.
So, of course, the Universe has to give me the shaft. Again.
Jenna, one hell of a looker from Social Engineering, asks me back to her room that night. I'm a little suspicious, but it's mostly just professional respect. She's a damn good grifter. On the other hand, what do I have to lose? It's not like I'm getting paid for this right now.
So, we get back to her spartan dorm room, and then she let the crazy loose. She starts babbling about chaos and order and a culling. Seriously nuts stuff, right? Then she says the magic word. HYDRA. And it all makes sense. History of SHIELD is covered in the first week.
Now, I may be a criminal. SHIELD may have dragged me kicking and screaming into their Academy for Roided-Out Thugs. But damn it, I'm an American criminal. I'm not going to start Sieg Heil-ing for some nutcases like HYDRA just because SHIELD played the game better than me.
I'm not dumb enough to tell that to Little Miss Nazi over there, though. I nod and agree at all the right points and once I can get away, I make a beeline for the Directors office. I'm normally not a rat, but this is a big deal. I don't even make it halfway there before the shooting starts.
It only takes an hour before its clear which side is going to win here, and it ain't SHIELD. I loot R&D for what looks useful, and hightail it outta there.

10XP: When you prove or disprove a major conspiracy theory.
I've got a general idea of the character's backstory and stuff, and I'll type that up later.
As an adult, he went on to work an office job for a security firm in Manhattan, using his observational skills as mostly a hobby to pass the time. Being able to discern things like the manager’s dog’s breed from his pant legs, or the head of accounting’s string of lovers all being brunettes, made for a neat party trick. It had the unintended side effect of him being unable to stop paying attention, and so when the world’s belief that humans were alone in the universe was shattered in the Battle for New York, he was right on the front lines of a wave of paranoia that swept the world.
It was in this state of paranoia that he began to grow suspicious of his longtime neighbor. They would talk some now and then, small talk, but every single conversation would end with Clifford feeling like he had just been interviewed. This came to a head one night when Clifford’s curiosity got the better of him, and he broke in.
It was wrong of him; that much he knew. But he had to know if his suspicions were correct. A quick search around the apartment later, and he knew they were. It was too clean, too orderly. The furniture was positioned in a way that no one would find comfortable, and the books on the shelf were simultaneously too neat, but not at all organized. He pulled one from the shelf, and found himself on the other side of the wall, with a bank of monitors before him.
Without considering what he was doing, he immediately went to the task of learning all he could about his enigmatic friend. As he sorted through the computer’s files (guessing the password was an easy enough task), he discovered that his friend was an agent of SHIELD, and had actually been helping make the world a little safer for years, his superiors speaking highly of how effectively he kept order. Clifford slept on this information, and the next morning knocked on his neighbor’s door and volunteered to join him.
To this day, Clifford isn’t sure why he wanted the job. Maybe it was the fact that his neighbor was his first real friend? Someone who didn’t laugh when he talked about his beliefs that the world was full of strange secrets kept from its citizens, because he knew they were true? In any case, he grew to trust the government for the first time, quickly becoming an exceptional Agent of SHIELD. His upbringing of reading people from afar had inadvertently prepared him well for this line of work, and what he didn’t know, like fighting, he learned. And so, for the next couple of years built a name for himself as a problem solver in New York based SHIELD missions. Whether it was searching for a lost 084 or determining the validity of someone's testimony, he was a go-to specialist.
He was happy, though he was never quite satisfied at being so far from the front lines of the big secrets. He got his wish in an awful way, however, when his long-time neighbor and friend revealed himself and half of their team to be HYRDA agents. His faith shaken to the core, Clifford grabbed his SHIELD bugout bag, full of whatever pieces of technology he had been able to get his hands on over the years, and narrowly escaped. When he had put the bag together, he had been assuming the worst would one day happen. He had never considered the worst might be as bad as this.
V: "Could you state your name, first and last, into the microphone, please?"
C: "My name is Clifford Ware, I'm an Agent of...well, former Agent of SHIELD."
V: "And how long were you with SHIELD, Cliff? Can I call you Cliff?"
C: "Clifford's just fine. Let's see...I guess it would have been about two years? It was shortly after the Battle of New York that I joined. I wonder if I'm alone in that? I mean, SHIELD's trained attack dogs, Romanov and Barton, fighting alongside Captain America? Must've been a hell of a publicity push for them. I guess I could probably look up those figures now, huh?"
V: "You could look up a lot more than that."
C: "No kidding."
V: "So, Clifford, what drew you to SHIELD."
C: "It was my neighbor, actually. His name was Walter, I think."
V: "You think?"
C: "Well, it was probably a cover, right? It seems like everyone and their brother had a cover, if not a nickname."
V: "If our sources are correct, you were a nickname guy. Am I right?"
C: *sighs* "Yup. They called me 'Detective.'"
V: "And why was that your nickname?"
C: "Because I was really good at finding things. Pretty much anything, actually. Things that were lost, things that people wanted me to discover, occasionally things people didn't...it basically became my job for SHIELD, outside of missions with my team."
V: "That's an interesting role to play for such a shadowy group."
C: "You know, they didn't seem that shadowy from the inside. Obviously, it was all just a facade, but for a long time..."
(Clifford stares into space, his mouth open like he's about to speak)
V: "Clifford? Mr. Ware?"
C: "Right, sorry. You'll have to forgive me. It's just...SHIELD was the closest I've ever come to trusting an entity that doesn't have a face, you know?"
V: "Ah, yes, that's right. Your belief in conspiracy theories is well-noted in your file. It looks like it almost got you in trouble a few times?"
C: "Oh, yeah. Hehe, yeah, it did. It's funny, in retrospect. No one really liked it when I told them about the New World Order, when in reality I was closer to the truth than even I thought. Maybe they were in on it. Like Walter."
V: "That's of interest to us, actually. Tell us about Walter and HYRDA."
C: "HYDRA...I'm not sure the shock of that will ever get old. So, like I told you, SHIELD was the closest I've come to trusting something so big, and Walter was a big part of that. He gained my trust in a way no one could. It was like...it was like every conversation with him was him baring some small part of his soul to you, you know? He was one of the most genuinely honest people I'd ever met, even after I discovered he was with SHIELD. And then, and then I joined up, and suddenly the whole organization felt a little like that! For the first time in my life, my talents were going to something that wasn't examining every passerby for a gun. I appreciate that you didn't bring yours today, by the way."
V, flustered: "My-I'm sorry, what?"
C: "Your piece. Handgun, you usually wear it under that jacket on your left side, because you shoot right handed...9 or 10 millimeters? I always get them confused."
V, bewildered: "9-it's 9 millimeters-how did you do that?"
C: "Sister, it's all I can do. Anyway. Where was I? Right, purpose. I had purpose. I saw that the work I was doing was genuinely helping people, you know? Whenever we took a dangerous artifact, it was blasted off into space. The guys we captured were sent to prison, and the guys we buried deserved it. For the first time, it was a world of black and white, good and evil.
"So of course it was all a big lie.
"I found out around the same time as everyone else, barring maybe a few seconds. I had noticed the last few days that half of the team was on edge. Not much, but they were definitely not their usually selves. It was really subtle at first, but then they started disobeying the CO's orders, talking back. They were sullen. I thought maybe it was the stress, until one day the CO didn't turn up to a rendezvous. 'It's cool," Walter told me, 'he called me up, said he's stuck in traffic.' And I knew right then he was dead."
V: "How did you know?"
C: "Because the last few days, he hadn't had a phone. I noticed it was missing from his pockets, and when I asked about it, he made up some nonsense excuse about having to send it in for a replacement. I think he could smell a few rats and wanted to be as hard to find as possible, but it didn't work. They got him. And now, they were going to get me."
V: "So what did you do?"
C: "I ran. I ran like hell."
V: "From who? Was your entire team compromised?"
C: "I still don't know. And to be honest? I didn't care. Still don't. I grabbed my bugout bag and made a run for the fire escape. I heard gunshots, roughly a dozen, and they were probably all aimed at me."
V: "Probably?"
C: "I'm good, but I don't know if anyone's that good. It was chaotic, maybe they had just put a few through the loyal guy's skulls. Maybe there were no loyal guys. All I knew was, I had to leave. Had to get on the run, and fast. I didn't know it was HYDRA, and I didn't know it was happening to anyone else. But old instincts die hard, and I knew not to trust anyone. I didn't even take a cab."
V: "And now you're here."
C: "That's right. I spent a couple of days to lay low, and then thought I should come to you."
V: "You know the people I work for will want to hear this."
C: "And you remember the terms of our agreement."
V: "Right. *sighs* This only gets out if you die."
C: "That's right. I want my story told, but in the right way. Preferably by me, alive, once HYDRA is wiped out."
V: "And what would you do after that?"
C: "I don't know. Go back to work, I guess?"
V: "For SHIELD?"
C: "SHIELD, yeah, or something like it."
V: "You know how crazy that sounds."

It's a game where you all are troubleshooters for Friend computer. You hunt down the commie mutant traitors. The catch is that all of you secretly are commie mutant traitors.
It's a hilarious dark comedy of errors.

30s of Background (more later) - Agent Gagnon headed up one of the SHIELD research labs devoted to unraveling some of the mysteries surrounding metahumans. Samples of the Super Soldier serum, parts of Banner's research, broken Stark tech - bits and pieces all made it through her lab at one time or another. Most of it her team was unable to activate or duplicate - but they had just enough success for funding to continue. Of course, all the information also went to HYDRA. But she also tested everything on herself, and that information she's withheld from everyone. And unless she can replicate the limited successes she's found, there's no point in doing so.
Then they had to go and muck it all up. They had the perfect setup, the perfect cover. And now it's all gone. But maybe she can get in on the ground floor of the next big thing. Prove her loyalty. Get a new lab. Maybe some fresh samples. Who knows?

For your Experimental HYDRA Tech, you could go with a variation of the Mutant Limit and call it Genetic Experiment.
