Can't save "New Thread" draft?

Not sure if this is working as intended or not...but I wrote up a new thread a few days ago, and clicked "save draft", thinking I'd come back and finish it later. It seems like all of my saved drafts were posts though, and didn't include the saved new thread post.
If this is working as intended, I wonder if it's possible to remove that "save draft" button entirely, when making new threads?
