The smartest decision is to have the most fun, and is completely context-dependant, which is why it's UNARGUABLY the Commodore 64. It is both available for like 20 to 100 bucks on eBay and a computer, which I've been told by over and over by some self-proclaimed eugenics warriors (they keep chanting "MASTER RACE") is the best invention in the whole universe and gives handjobs straight from some Lord named gaben or something. Furthermore, as its name indicates, the Commodore 64 displays 64 frames of high-graphics action per millisecond, which is the absolute minimum for the discerning gamer. Anything below is not only cinematic but also plebian!

took me 4 hours to get the graphic settings working in COD AW, and another 12 before i figured out the constant crashes were from having too many recording devices available.

Being technically inept, the only way I would get deep into PC gaming would be by saving up for an Alienware computer or something, that'll just run everything well without much fiddling.
I'm not philosophically opposed to doing that, but currently it just won't fit in the budget.

I've been scraping by on the PC that I built in either 2006 or 2007, and I'm honestly not sure anymore whether I can even upgrade it or not? I don't remember which whoozles and whatzits I put in the thing and how many pins the socket doodads have.
However, I know that if I just give the nice people at Amazon a few hundred dollars, they'll send me a PS4 that works right out of the box and won't be deprecated until the PS5 comes out, which'll just cost another few hundred and also (theoretically) work right out of the box.
Building, servicing, and upgrading a PC is a prideful hobby; one that I particularly enjoy. It's not for everybody due to budget or keeping up with the industry so I find the "PC/console" arguments (or mac/pc, iOS/android, etc.) rivalries humorous. Why belittle someone for preferring a console because they aren't interested in the PC hobby? And in my opinion, a few hundred dollars amortized over the years for periodic upgrades to keep my PC mean and clean (before selling and rebuilding) is more enjoyable. And, uh, in conclusion the list goes on and whatnot...
I just enjoy all platforms. I do try to steer people I know offline toward PC gaming, though, since that's where I'm most often found when I play games and because the PCs are something that can be fixed locally for cheap if/when they get worn down.
Gabe may just have to suck it up and deal with the inferiority of the Xbox One's graphics to play CoD with the rest of the group, though.

Because (this applies to all of the mediums) in a zero-sum world there's two ways to increase "your" contraption's value: making your's better, or making the other guy's worse. The former ain't gonna happen, so... 8-)
PCs and consoles serve two different goals to me: the consoles surround a nice TV and are in front of a couch, where my friends and I can enjoy all sorts of cool games in the presence of one another. Also, it's where I play console exclusives such as Mario games. I love Nintendo!
My PC is, well, a PC, so it accesses the internet, I type documents and work/study on it, but it also plays games. Mostly, PC exclusives, but that's also where I have my online gaming experiences.
The best gaming platform, however, is the table. This is where I play all my board games with my friends. Magical times are had there! We look at each other and at the stuff on the table, instead of sitting one next to the other, staring at a screen.

Honestly, when its time for me to make a switch I usually ask two questions
1) Which has exclusives I'm more interested.
2) Which has most of my friends playing on it.
And honestly I've noticed that #2 tends to get more and more important as I get older and my friends and I all get busier.
The best gaming platform, however, is the table. This is where I play all my board games with my friends. Magical times are had there! We look at each other and at the stuff on the table, instead of sitting one next to the other, staring at a screen.
My friends and I are ugly, so this is actually a strike against table games.
For me, the primary benefit of consoles is couch gaming. And as long as you have a projector and screen, and can discipline yourself to not screenwatch, you don't have to worry about everyone owning the same console. You only even have to own one copy of the game! That is one type of party LAN parties (which I do enjoy) can't touch. Of course, the main couch game I play is Super Smash Bros, so screenwatching isn't an issue.
