In the end it entirely depends on the people in charge of each game/project.
In Advent Children there are several comments about how much care they took to make Tifa's design appealing without pandering to a specific trait, and also took care in her mannerisms and speech so she wouldn't appear timid. The movie never once zooms in on her chest or makes her wishy-washy around Cloud. It's as equal a representation as you could ever ask for with the two principal (and most popular) characters in that series.
Then in Dissidia someone wanted to have her jiggle and have players notified of this in the tutorial and it's just really unfortunate considering all the cool shit she can do in the game.
And it's especially baffling because of how popular the character is at this point. It's like Lara Croft 2013: they knew they didn't have to stick to the gigantic chest anymore because the character had already achieved iconic status. You want to add the occasional cheesecake once in a while, that's fine, but you don't have to lower yourself to such a specific bid for attention.
Not to mention they redesigned the moment in AC:C where the monsters attack her and Denzel. In the original she moved to cover him and Cid killed the monsters. In AC:C she just breaks them all in half.
I think some people's enjoyment of Type-0 will hinge on their expectations. Basically, keep in mind that it's built on a PSP game and all the limitations that entails.
Random thoughts:
1) The lighting continues to impress me.
2) The camera is now a lot smoother, and generally pulled further away from the player character. It makes sense to make this change, because you're no longer on the smallish PSP screen, and pulling the camera back on a larger screen doesn't mean the character is any harder to see.
3) I'm glad to see the white Summer uniforms are in the game. I knew they were, but I always preferred them to the standard black uniforms.
4) I don't know if you can see it here, but Trey (Bow) and Seven (Whipsword) both move a LOT faster now than they did in the PSP version. They were two of the slower, more difficult to use characters because of their speed. I think even Tabata mentioned that Trey was the least-used character. So I'm glad he got some attention.
5) I don't think people are going to like the RTS segments. I hope they tweaked those somehow.
This is the first I've really seen of Type-0, having just sort of ignored it since it's been "coming soon" for what feels like a decade.
After watching this video and the one yesterday about the gameplay, I'm pretty excited for it. It looks like a lot of fun.

In the summer I work on my car shirtless all the time.
I'd be much less likely to be involved in being shot at without some kind of protection. Even if I was being shot at by paintballs.

Yes, but the focus is more on the overall plot and world than telling the story of each playable character. I don't want to say more than that, but I think that's a nice thing to know going in so you don't expect big chunks of the story to be dedicated to each character, like in FF7 for example.
There's more to it than that, but again, I'm kind of hesitant to say more because I don't want to ruin surprises, as small as those surprises may be.

Part of me wonders if I was only just a couple hours away from the game becoming awesome, but FF VIII or IX are the last ones I remember having a strong desire to finish, so maybe FF just kind of drifted away from my gaming preferences.

No, you basically were at the part where the game has "opened." If that didn't do it for you, then there's nothing in the rest of the game that would have helped.
Note that those hunt quests were mostly optional. It certainly didn't require spending 10 hours on them; maybe 30 minutes doing the first couple so you can proceed and you can be done with that if you want. They do tend to diversify, such as the ones dealing with chocobos, the labyrinth, etc. But for the most part they're simply FF12's board hunts.
You likely weren't under-leveled. XIII is hard, and unlike most Final Fantasy games, it gets harder as you go instead of easier. I have a hunch that the "obvious gate-keeper boss" you ran into was actually the first Juggernaut, which has all the appearance of a gate-keeping boss, but it really just blocks a treasure and late-game hunt stuff. It's very difficult to beat it in chapter 11. If you take the other branch then you move forward into the next area.

I suspect you're in a minority where that bra commentary is concerned. Experiences in the real world would seem to support this; women are much more willing to wear very low-cut tops than they are to wear an open jacket and no shirt. While I acknowledge that having the viewpoint you profess to possess is possible, I don't find it very plausible; it rings of disingenuity, frankly. It's clear what the designers were going for here; it would have been trivial to use a low-cut tank top instead if they were aiming for reasonable wear with sex appeal. Openly displaying underwear has a very specific purpose: to display how she might look together with you in the bedroom in the middle of taking off her clothes.
And mechanics don't wear booty shorts, at least not while they're doing mechanic work. That's almost as ludicrous as bikini armor.

What's the story like? What is it you're actually doing? Seems like there's some focus on the grim realities of war, and hopefully there's more to it than 'evil empire' but again, they've not shown anything to that effect.
Some of the story is told like a documentary, a record of a past war that you're viewing on a film reel. And some of it is told through you walking around the school grounds and through small towns, talking to people and getting their perspective on the war and how its affecting them. A lot of those moments are optional, so they're really supplemental and serve to flavor the overall story.
And then a lot of the world building is told through a Codex, kind of like in FFXIII. You can spend a bunch of time reading the entries, getting background info on major and minor characters, enemies, locations, and events.
You control the members of Class Zero, which is basically a special forces unit in the army, and you do the missions that no one else can. There is absolutely a focus on the grim nature of war, and just like every other FF, there's more to it than just good guys vs bad guys.

I mean, I'm content to wait until we have more info (not giving them a pass, I just prefer to be reactive), but I totally get why some people would have misgivings and I don't begrudge them that.

The FF13 series has had some of the best representations of women in Square Enix's history. Especially 13 proper.
The marketing and comments from the director surely hasn't, but that's not the games themselves.

I mean I'm not saying I begrudge them. I just wanted to make sure I wasn't missing something and that this really was just based on a bunch of assumptions from seeing one female character in a slightly revealing but totally realistic outfit.

I wonder if Square will ever go back and do an old style FF game, with modern visuals but with the iconic black mage/white mage/dragoon/etc look. Sort of a modern day FF9...that's what I yearn for.

Bravely Default is kind of what you're describing. It requires a liberal definition of "modern visuals" since the 3DS isn't exactly a powerhouse. But everything else, yeah.

I have seen lingerie that was less revealing than Cidney's outfit. Not grandma lingerie, I mean the sexy stuff. And I don't mean "once a long time ago," I mean yesterday.
What may make this confusing is that this isn't even the worst offender for an outfit in Final Fantasy games with a number starting with an X. Like, this is kind of par for the course. I can't speak for anyone else, but that's a large part of why I'm making noise about it. I'm tired of this being par for the course. XIII was a sorely-needed breath of fresh air, and I don't want it to be "the" exception wallowing in piles of business as fucking usual.
And I'm actually an advocate for reasonable sexiness / sex appeal in games. I thought XIII-3 / LR was great.
Yes, but the focus is more on the overall plot and world than telling the story of each playable character. I don't want to say more than that, but I think that's a nice thing to know going in so you don't expect big chunks of the story to be dedicated to each character, like in FF7 for example.
There's more to it than that, but again, I'm kind of hesitant to say more because I don't want to ruin surprises, as small as those surprises may be.
To possibly take this on a tangent; did XIII ever really open up? I put ~30 hours into it, and just gave up on it.

I was done. Tried once or twice to advance past the obvious gate-keeper boss to the next area, realized I was still way under-leveled, and just said "Nope." to the whole thing and hung it up.
Part of me wonders if I was only just a couple hours away from the game becoming awesome, but FF VIII or IX are the last ones I remember having a strong desire to finish, so maybe FF just kind of drifted away from my gaming preferences.

I have no idea what's going on here but I'm blaming it on trying to have a conversation through text.
I don't consider the fabric of a bra to be any different than the fabric of a shirt. So any shirt low cut down to where a bra is at is just as revealing. And booty shorts. Who doesn't wear booty shorts these days?
Note that those hunt quests were mostly optional. It certainly didn't require spending 10 hours on them; maybe 30 minutes doing the first couple so you can proceed and you can be done with that if you want. They do tend to diversify, such as the ones dealing with chocobos, the labyrinth, etc. But for the most part they're simply FF12's board hunts.
You likely weren't under-leveled. XIII is hard, and unlike most Final Fantasy games, it gets harder as you go instead of easier. I have a hunch that the "obvious gate-keeper boss" you ran into was actually the first Juggernaut, which has all the appearance of a gate-keeping boss, but it really just blocks a treasure and late-game hunt stuff. It's very difficult to beat it in chapter 11. If you take the other branch then you move forward into the next area.

I noticed I had $1+ sitting in my nintendo wallet, so I grabbed the CT Theme. Proudly, I jumped straight to Ultimate and managed S rank on my first go.
And mechanics don't wear booty shorts, at least not while they're doing mechanic work. That's almost as ludicrous as bikini armor.
What's the story like? What is it you're actually doing? Seems like there's some focus on the grim realities of war, and hopefully there's more to it than 'evil empire' but again, they've not shown anything to that effect.
Some of the story is told like a documentary, a record of a past war that you're viewing on a film reel. And some of it is told through you walking around the school grounds and through small towns, talking to people and getting their perspective on the war and how its affecting them. A lot of those moments are optional, so they're really supplemental and serve to flavor the overall story.
And then a lot of the world building is told through a Codex, kind of like in FFXIII. You can spend a bunch of time reading the entries, getting background info on major and minor characters, enemies, locations, and events.
You control the members of Class Zero, which is basically a special forces unit in the army, and you do the missions that no one else can. There is absolutely a focus on the grim nature of war, and just like every other FF, there's more to it than just good guys vs bad guys.
edit: I know that doesn't really tell you what the story is about, but I'm having a hard time figuring out how to tell you without dropping giant spoilers.

That's the fucking problem. It's only the women that are made to look sexy and it's almost all the dang time. Someone dressed sexy isn't the issue.
