My Stepbrother Bought some tickets off stub hub and they haven't arrived yet i am beginning to question it what do we do about this i know there will be scalpers there and he can get a refund from stub hub but is it like craigslist and not trustworthy

Penny Arcade can't really do anything for you unfortunately. Purchasing tickets from any secondary sources means you're potentially purchasing counterfeit passes. Stub Hub tends to be slightly more trustworthy than CraigsList, but it's like anything else where a secondary market is involved. I know you were just looking for tickets, but buying directly from the source is the only way to make sure you're getting the real thing.
