I'm definitely staring at multiple guides that say 10, maybe you just have to fight burter in general

If you go to that PQ in the menu, and hit left or right you can see what drops from that PQ
The only hidden requirements are "Finish in <10 Minutes" and "Defeat Ginyu, Burter, and Jeice"
So if Burter isn't showing up, yeah, that's strictly down to the randomness of some PQ situations

Huh, yeah you're right, I could have sworn I got it from 12
Anyway, the only requirement is to beat all the mooks in under ten minutes, but then it's slightly random as to whether you get the ultimate finish unfortunately, it's real dumb
The RNG in quests is a real pisser, but it's only ever REALLY screwed me on Super Vegeta
I still don't have that shit, but no other PQ has taken me more than 3 runs to get the good stuff from.
The thing is that all the items on a PQ's "drop list" are ACTUAL MMO DROPS, in the sense that they come from defeating a specific character. For Blue Hurricane, specifically, if you beat Burter and don't immediately get a YOU GOT A SKILL popup, you can just restart it. Another big one is getting "I...I'm OK!" from PQ 43(?) for Gohan/Videl's mentor program--you can actually just start over if defeating VIDEL doesn't give it to you, rather than going allllll the way through

Likewise, any Z-Soul that corresponds to a line said during battle.
Once the character says that line, if you got the item you'll get it right then, if not you can retry.

I just beat them in the order they came out, then killed Krillin while he was near Frieza
Yeah, items definitely help, when you're not being juggled/stun locked, etc.
And I'm a "Frieza Race" (they really don't have a name for this?), and likely very poorly built. Not sure if I want to waste a wish on a respec though when I'd rather prioritize getting characters unlocked for multi with them. Maybe I will though.
Currently rolling with piccolo's Z-soul that reduces damage taken, and spamming special beam cannon since it's unblockable. Thinking that played a huge part in getting me through PQ 19.
Game is fun as hell HFIL despite these hangups. I can usually get through the story easily, only had to grind up at a few points, so I was thrown off by how hard these PQs were.
I would play the shit out of a Dragon Ball/DBZ RPG that had some level of interaction with the moves, like mashing buttons to power up a Kamehameha or timing an instant transmission.

I'm not saying like, Metal Gear torture levels of mashing. More like getting in a few quick taps at the right time to get a damage boost.
From what I've seen when my brother plays, I think the mario and Luigi rpg have a system similar to what I'm suggesting. You can select an attack and will go off, but doing some times input triggers Crits or some bonus effect.

Anyway there is actually already a good DBZ RPG, it's on DS, it's called Attack of the Saiyans
It's a real fucking shame that it apparently never got any sequels, as it only goes through the end of the Saiyan Saga and even hints at the Frieza Saga in the end of the game

Any tips on surviving these kinds of PQs when you're forced to solo them for the unlock? So far they're the only part of the game I'm not enjoying.
Energy capsules, Vacation Delete/Blue Hurricane. Judicial use of aura dash. Potentially just level and come back.
When a character offers you a pq out in Tokitoki, you have to do it solo first before it goes in the pq list and you can take others along with you.
When you first get the "quest" for the PQ, you indeed have to complete it solo.
Also I strongly recommend, even if you don't want to play it, a ki based Saiyan, preferably female, for just those situations.
Cell Mentorship and Perfect Kamehameha if you want to go for that EXTRA OP.

I know why the vast majority of Dragonball games are fighters/brawlers
It makes sense on one level
But on another level I can't help but think the series makes more sense as a JRPG
They spend a large part of the Saiyan and android sagas grinding! They spam healing items! They spend turns charging attacks and applying self-buffs!
