    You can't place two red bordered systems down in adjacent tiles according to the rules. I'm not sure how to resolve your board situation though, as there was only one position left.

    Apparently the rules say 'unless there is no other option'. However, this board setup was half the reason my first IRL game of TI crashed and burned dramatically.
