Basic story is in the title. ACLU sued claiming the bulk collection of Americans' phone calls is illegal/unconstitutional.

Unanimous panel of the Second Circuit (New York, Vermont, Connecticut) ruled that it was illegal in that the government's stated justification in the Patriot Act was strained to the breaking point but made no ruling on its inherent constitutionality. Basically told Congress to try to make an explicit authorization at which time the constitutionality of the program in general could be reviewed.

Of course, Congress is trying to pass a Patriot Act reauthorization right now, so this could in theory change that debate. Probably won't, because Congress. But it could!

The idea that your vote is a moral statement about you or who you vote for is some backwards ass libertarian nonsense. Your vote is about society. Vote to protect the vulnerable.
