From what I can tell, right now it's both. Revenants aren't finished yet, but are being pitted against classes that have been in use for plenty of time, and against players that are comfortable with those classes.
Hopefully the next beta will have folks be more comfortable with their revs, along with a slew of buffs and new skills to flesh out their current weak spots. And hopefully I'll have a chance to try this latest iteration when I get home tonight!

Pretty much. The fact that they only have 3 of their 5 trait lines shows it's an unfinished class. People need to remember that the beta events are for large scale testing, not giving you the finished product as an early access. That's what early access periods are for, which this isn't.
While Arenanet aren't asking you to submit bug reports and the like, they're absolutely tracking a lot of data from these weekend events, telling them what to tweak. People playing the Revenant this weekend might have been disappointed, but Arenanet definitely got what they wanted even if only a fraction of people who pre-ordered stuck with the Revenant for any length of time.
I played some revenant.... I think they should turn up the damage some. But I don't think they should get carried away buffing the class. No one really knows how to play it yet. Like, that tablet; potentially anyone standing next to the tablet becomes a quasi-bunker class. I think it could be hella powerful once people figure out how to use it.
I did a level 1 fractal and a bit of pve with the revenant. I've seen a lot of people calling for weapons switching but I'm not sure if the class needs another 5 skills on demand. The class does a lot less utility skills to choose from though with only 5 utility skills per legend. I'd like to see a couple more skills per legend so you can customize your bar for what you are doing at the moment.
The axe/mace set lacked enough condition generation to really be a great condition spec but also isn't enough direct damage to compensate. It relies a lot on torment which isn't the best scaling condition and the fire field was great but too long a cast time.
The jalis elite felt the most useful, spammable stability is great and the spinning hammers do decent damage. Malyxx was dissapointing, it's very hard to keep up enough conditions on yourself and just generally didn't feel very useful.
A few of the traits were really good, like the extra crit from fury, but there wasn't a lot of synergy from traits. I'm hoping they add a bleeds from crit trait like most other classes have to give them access to a more damaging condition for the mace/axe set.
The class also seems to generate few buffs, only stability is there on demand. It has good support through self healing and damage reduction from jalis though.
I don't think Revs need weapon swap either. What they really need is more utility options for each legend, and/or traits that alter the existing utilities so you can customize any legend to fit your weapon(s) of choice. The few Legends we have right now feel like they either only work for a certain weapon set, or are diluted to mediocrity in order to appeal to as many sets as possible.
As for Mace/Axe. Mace 2 needs a shorter cast time, as well as more and/or longer lasting burn stacks per pulse... and Revs do have a condi on crit trait... it's just more torment. >_< Hammer could use a damage boost, and some kind of knockback skill as well, right now it has no way to keep people at bay... I was thinking that maybe Hammer 2 should have knockback on the first and second impacts, each knocking the target to the next impact in the chain. Definitely need a higher energy cost/longer cooldown if that happens though, the mere 2sec CD it has now would not work at all.
With regards to Mallyx... I wonder if I was doing it wrong. Instead of trying to build conditions to pulse with the elite, maybe I should have used the elite first (with it's 10% boost to stats) and then use the other Mallyx skills as need and benifit from the boost and the self conditions pulsing out within the next 3 seconds? In any case, Displacement (i.e. Unyeilding Anguish and downed 2 skill) needs to be a CC, with everything that entails, and displaces the target to the closest edge, rather than a random edge. Semi-related I feel like there also needs to be a trait that assists with energy management as well. Something like reduced energy costs for X, reduce upkeep cost for upkeep skills, increasing the amount of energy you start with out of combat, ability to keep excess energy over 50% when swapping legends... any of those things could help Mallyx for PvE, because the most common scenario is you spend so much energy trying to build up conditions, you run out of energy before using more than a couple boosted skills and either have to swap out to cleanse, or suffer self-inflicted condi overload.

I had thought about doing something similar myself, but any game I ever had the desire to do that for doesn't have a big enough audience. I really wanted to do one about the original Thief universe but you can really only have so many episodes on that considering nothing new is happening and there's only 3 titles. Plus they are old and not on anyone's mind so chances of anyone carrying much seemed slim.
Still, I love the idea and I ponder often doing such a thing for games I enjoy as I come across them. I'll just put that on my "lofty goals I never achieve" list right under 'start a band', 'learn a new language', and all that other stuff I never managed to do. =p

The Warp in the West. In which every faction wins and wields a Tower against the others. Every possible ending of TES2 is simultaneously canon, becausr somebody though wielding the power that holds the universe together was a good idea.
So I haven't really played this in quite some time, but did they do some improvement passes to mob AI and abilities? It seems like they have more unique abilities and use them more often than I remembered.

Actually, IIRC datamining showed that Jade Winds would be the elite.
Though I think that was at around the same time that the data said that Revenants would get Sword/Dagger, instead of Sword/Sword, so it might have changed since then.
