Missing lines when scrolling in - Possibly not forum related

This is an interesting one:
When you are scrolling through a page, sometimes random lines of text appear to become compressed/missing:
Normal:
Bad line
Win 8.1 / Chrome 43.0.2357.134 m
Edit:
At first I thought it had to do with quote boxes but it appears in regular windows too sometimes, and not at the top of the page always either.
It does always happen to the same line on the same space though.

I scrolled through a few pages of text online to see if this was on other websites too and didn't see any before I posted, but I just noticed this happening on a news site too (nu.nl)
So this may have little to do with the forums.
