Need help changing Google play language settings

I'm an American living in South Korea. My Google play store is giving me most everything in Hangul (the Korean alphabet) and I'd like for it to be in English.
From what little research I did, it seems Google play reads the IP address of where you are and gives you the correlating language. Which makes sense, except that I'm running on wi-fi that is running through a DNS, which means it should be reading my IP address as being in America.
Any ideas on how I can fix this?

For the app, does changing your language on your Google account change it for all their products?
And no, changing the language in settings doesn't seem to do anything. My phone language is English and I set the language for all of my Google applications to English, as well. The store seems to be the only thing staying in Hangul.
