I get that it's probably something other people have already seen, but damn. I can definitely see why it got cut.

Nah, it's a game where you're an action guy doing cool action stuff.
Because animes usually have endings.
You'll see anime remarkably often that just sort of end without resolving the major plot threads as a blatant ploy to generate fan demand for the next season, in order to help secure financial backing for the future seasons. This tactic also fails hilariously often, so in the last 2 or 3 decades there's probably hundreds of unfinished 1 or 2 season series that aimed for a much longer run and will never be finished because they were too mediocre or because the production money got shifted to a more promising project. And then sometimes series that have been dormant for years and years and years suddenly get a straight up continuation, not a reboot or spin off, just "ok we're picking this up exactly where it was left off."
I would not put it past them at all to patch in an ending

That image of Arsenal Gear in NY isn't concept art, it's the actual model/set of models. As far as I remember reading, that whole sequence was done before 9/11.
