He is literally only to the side on that cover because it is Steve's book.
i kinda fell off after the wodan issue because it felt like the story was just sort of moving sideways and broadening and that wasn't as compelling to me as the forward movement it had in the first two arcs
Well it's Steve's book, not Sam's. Sam has his own which I'm sure would put Steve off to the side in the same way. Now if it was a team book, that'd make the issue worth arguing over but I'm not gonna call a social foul on this cover just because they want to put the main character up front.

How are they shoving Sam to the side?
He is still the Cap on the flagship Avengers title and the same dude is writing both his and Steve's books?
Steve's new shield has an energy blade at the edge which Steve will use for utility, not slicing dudes, and can split in half so he can have two smaller buckler esque shields
still moving sideways, with one-off issues highlighting various members of the Pantheon with a different artist each issue.
strikes me as a combination of trying to flesh out the world a little, and also to give McKelvie time to draw Phonogram before moving forward with the story
Woden was 14, so there's been Amaterasu (drawn by the amazing Stephanie Hans), Morrigan (drawn by the fantastic Leila Del Duca), and Sekhmet (drawn by some Brandon Graham dude). That's the end of the arc though, story resumes in 18.
One thing in 17 though, the one-page McKelvie bit at the end

i'll probably respect the pace a lot more like, a year from now when it's all collected, but deffo not what i'm looking for when following it now month to month
oh well! still good enough that i'll eagerly hop back in the second it's pressing forward again, and i'll definitely pick up the trade as soon as it's out
Literally did not see that Sam was on the cover, and much more importantly, the series is called Captain America: Steve Rogers
I was under the impression there was CAPTAIN AMERICA and CAPTAIN AMERICA: SAM WILSON, which reads a whole lot different to me tonally
I get the kinda shitty part of having Steve as a Cap back
But, unlike the Miles/Peter marketing debacle (that in hindsight seems made worse by Secret Wars' delay because they seemed intent on keeping how Miles' survived/who came with him hidden until the issues 8 and 9) Sam is still Cap with the original shield and still on the main Avengers team and still having a major ongoing series.
I would have been totally fine with Sam being the only Cap for longer, but people love Steve Rogers as Captain America and he's been Old Man Steve for a year and half to two years now, so I get why they would want to bring him back.
Having the two of them co-exist is kinda having their cake and eating it too, but when it comes to characters that people love dearly and have been around for 75 years I understand why they are opting for having multiple characters share the title because as awesome as Sam Wilson as Cap has been, people will always want Steve Rogers as Cap too.
But I am totally the guy that loves Steve Rogers as Captain America and will gladly read another Steve Rogers Captain America book
I mean, he could be a Falcon, but the Falcon is Steve Colbert
He's a Latino teenager
But this one is brand new so he should be solo for a bit

Just be sure to bring back the original costume, and have Old Steve in it:
especially since there's precedent for this exact situation, with Steve letting Bucky keep the title and essentially just being Cap in everything but name
it seems kinda shitty in this case that Marvel would choose to have him "share" the title
This is a nice cover. It's pretty neat to see Bucky's Cap-suit again too.
