Get something that can fit a lot of lasers (the Blackjack has a good variant for this) and practice with them.
Until PGI does something with the weapon balance, this will remain the dominant strategy. SRMs are also okay, but generally not quite as useful--you'll spend half of each match playing with your dick while waiting for an opportunity to get in range.
Clan or IS are both okay for mediums, but don't buy a Nova as your first 'mech.
Get a griffin 3m . Load up on srms and jump around ambushing people and murdering them . Survey the wreckage of your enemies lives and lands and know that you reign supreme.

Shoot enemies that are busy shooting your teammates, that way they wont be able to shoot you. For the most part this means sticking with the team and using your superior mobility to swing around terrain to attack flanks.
More general advice is to make sure to twist your camera away from enemies while waiting for your mech/weapons to cooldown.

Unfortunately, you just named it. The Shadowcat is the only medium mech (Clan or IS) that can have jump jets, ECM, *and* a gauss rifle.

I walked up behind an AFK stormcrow and started overloading SRMs into his back on Override. I died from heat after unloading around 150 damage into his back without cracking his armor.

Last night I managed to repeatedly slam the cockpit of a Dire Wolf with my Hellbringer's UAC20. It felt pretty baller solo takedowning a 100t with my 65t armed with 5 guns.

BJ-1 and BJ-3. Reasonably speedy, jumpjet capable, excellent hardpoints. The BJ-1X is also literally one of the best medium mechs in the game as well. BJ-1 is quirked for AC/2s and the meta build is two of them but you can put a single Gauss on there instead if you so choose.
The Shadowcat is slightly an underperformer, and you would be better served with a Stormcrow. But due to the omnipod system, any variant of those mechs will do fine. (Some very specific mechs have an extra hardpoint in the Center Torso CT that would make that variant better).
On the other hand, if you want to go with the InnerSphere, I would encourage you to purchase a Hunchback or Blackjack (Any of either is good, but the HBK-4SP & BJ-1X are the best IMO)
And to clarify why the Shadowcat tends to underperform, it is primarily because it doesn't have many weapon hardpoints. Weapons like the clan medium and small lasers are arguably overpowered for their weight and heat, but the shadowcat can't take advantage of that because it doesn't have many energy hardpoints.
To a lesser extent, the locked MASC system eats up a respectable chunk of tonnage.
Overall, I still think the shadowcat's combination of high mounted and close together energy hardpoints, low profile, jump jets, low mass, and ECM make it one of the best CERPPC snipers and one of the few mechs that can still poptart in the current age of Hover Jets. CGauss too if you like that (although ammo can be a concern at times).
If you want the long range sniping then the shadowcat is one of the best mediums around. That is essentially the shadowcat's only trick though. It just lacks endurance in a brawl. It is however maneuverable enough that you can at least kite opponents in circles near your teammates. If your teammates are competent, that can suffice at times.
Jump-jetting up above an obstacle (hill, building, ridgeline, etc...), unloading your pin-point, instant-fire, long-range weapons, and dropping back below cover before return fire can hit you.

I would say the Thunderbolts, especially the 5SS and 5SE.
Jump-jetting up above an obstacle (hill, building, ridgeline, etc...), unloading your pin-point, instant-fire, long-range weapons, and dropping back below cover before return fire can hit you.
Part of the reason this was so exceptionally potent for awhile in MWO is because gravity in MWO is somewhere around 4x Earth standard. So you get pulled back to safety at an extremely rapid rate once you've fired your shot.
PGI's response to this was to ruin jump jets to the point where most JJ capable mechs are barely capable of clearing their own heads.
In the mech warrior living legends mod, most maps had gravity set to approximately Earth standard (although a few notable maps had low gravity. I don't recall if some had high gravity). Lower gravity makes poptarting possible, but it is weaker since mechs will find themselves "floating" in midair for longer periods of time. Since mechs are lacking in maneuvering surfaces for airborne flight, they tended to be sitting ducks if they jumped too high.

5SS and 9S imo are the best Tbolts, they have the glorious right shoulder twin energy hardpoints
don't worry about the ERPPC quirks, though you certainly can use them.

Shadow Cat B with ECM and 2 ERPPC is a good time. Or swap the PPCS for Large Pulse Lasers.
It's not the best mech, but ECM is still OP and it makes a great peek and poke sniper.
On the IS side, Blackjacks are really strong right now. No ECM, but the Hero Mech Arrow is a beast with 3 LPL. So that's an option if you want to toss real cash money at the game.
