Sure, it's a buff where the IS gets hit by a nerf. That's indisputable. But it's a buff that, barring other adjustments, only matters at 740-753 meters. A range at which, given relative movement between shooter and target and beam duration, I would posit is worth much less in-match efficiency than the 1.75% would lead you to believe. For a non-zero opportunity cost piece of equipment.

I've been lacking for mediums that I really like, but I bought a Hunchback-SP the other day and am having quite a good time with it now that I have it upgraded. I'm using this:
Runs hotter than I'd like but there's not really anything I want to trade for better heat dissipation. The easiest change would be dropping a ML or switching to 3 x MPL, but I like the range and the big alpha on the MLs. If you can take a little breather between fights it's manageable anyway.
I also have a Grid Iron, which I saw you mention earlier. Not loving it lately. I'll have an occasional solid match with it but mostly it's just kind of lackluster. Been using mine with the Gauss, not the AC/20, though, and it seems like Gauss is out of favor in general these days.

I haven't done any faction play today. I bought the lowest level of MC which gave me 1 Mech Bay as expected, but I've gained 2 more on top of that through play.

I mean, you barely even see the existing one, why waste resources on it.
Personally I agree with this. It's a client side thing that nobody else can see anyway. If I were PGI, I'd make a big deal about steam workshop content and letting people mod-in their own mech pilot man and outsource the creation of new cockpit fluff to the community.
Then the community would inevitably create a variety of high quality mech pilots themed for each faction and most likely even down to specific military units from each House/Clan.
...also a variety of anime characters and NSFW pilots.
That model though...is that coolant tubing even attached to anything? Because it looks like they just sewed it into some straps and forgot the rest of the workings. Not that a 3x3 inch patch of coolant tubes on your thigh is going to do much to keep a guy comfortable in the conditions that mech pilots are supposed to endure. Especially when you're wearing that tubing over a pair of fairly heavy looking pants.
Its shit and if you try to use MGs you'll end up with epilepsy.
But I like MGs and I like fast mechs and I like ECM and I have 1,900 MC lying around and....
I have one, it was my first hero mech. Loved it and was the reason I Mastered the Locusts. Although I have graduated from them since then but they will always be my favorite. The stock build for the Pirate's Bane is really good, although like Padre said the Machine Guns will blind you. Run it in heat vision or something else to avoid it and it is fine. The 4 Small Lasers do a good amount of damage and the Machine Guns are there to chew the gooey innards.
Although since then the Firestarters and Arctic Cheetahs have overwhelmed the poor Pirate's Bane and putting it on the back burner for most light pilots (not to mention the ECM Raven as well). The only thing that is nice is if you have a super heavy Faction Play (CW) drop deck it does fill the last remaining amount of tonnage really well since it does run with ECM.
Isn't the point of the Pirate's bane not to be effective but instead to troll everyone with an ECM mech that moves fast enough to break the hit detection code?

Locusts are hilariously fragile. I find the best usage for them to instead be to shoot at backs from a fairly long distance away and scoot when anything so much as tries to look at them.
